RESOLUTION NO. 970751

 

Directing the City Manager to implement a work-based assistance program utilizing the Welfare to Work Program; and using the Full Employment Council as the job training and referral agency.

 

WHEREAS, President Bill Clinton signed a welfare reform bill that replaces the Aid to Families with Dependent Children (AFDC) program with a new program called Temporary Assistance for Needy Families (TANF) which features a Welfare to Work initiative; and

 

WHEREAS, the measure gives states and local governments vast new powers to create work-based assistance programs using federal block grant funds to help find jobs for those welfare recipients most difficult to place; and

 

WHEREAS, many economically disadvantaged individuals and families in our City are facing bleak prospects for employment and want an opportunity to demonstrate their willingness to work and become contributing members of the community; and

 

WHEREAS, it is in the public interest to implement steps to assure the availability of jobs for the economically disadvantaged in order to encourage them to develop careers for their future as citizens of Kansas City and to minimize the impact of unemployment in our area; and

 

WHEREAS, in furtherance of the interests of the economically disadvantaged in Kansas City, the City desires to establish a program to encourage the employment for these people; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is directed to immediately implement a positive work-based assistance program designed to ensure the City's contribution to the goal of employing those Kansas Citians qualifying under the Welfare to Work Program.

 

Section 2. That the City's work-based assistance program feature entry level, hard to fill, high turnover positions as determined by an analysis by the Department of Human Resources, so as not to adversely affect promotional opportunities for AFSCME Local 500 members.

 

Section 3. That the Council agrees to use the Full Employment Council as the job training and referral agency for those economically disadvantaged according to Federal guidelines as appropriate for the City of Kansas City for the Welfare to Work Program.
