COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 960484
Amending Chapter 65, Revised Ordinances of Kansas City,
Missouri, 1956, commonly known as the Zoning Ordinance, by adding a new section
to be known as Section 65.010A2652, rezoning an area of approximately 22 acres
generally located at the northwest corner of 27th Street and Southwest
Boulevard from District M-2a (Heavy Industry) to District URD (Urban
Redevelopment District), and approving a development plan for the same.

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section A. That Chapter 65, Revised Ordinances of
Kansas City, Missouri, 1956, commonly known as the Zoning Ordinance, is hereby
amended by enacting a new section to be known as Section 65.010A2652, rezoning
an area of approximately 22 acres generally located at the northwest corner of
27th Street and Southwest Boulevard from District M-2a (Heavy Industry) to
District URD (Urban Redevelopment District), said section to read as follows:
Section 65.010A2652. That an area legally described
as:
All that part of a tract of land in the Southwest
1/2 of Section 7, Township 49 North, Range 33 West, and the Northwest 1/4
of Section 18, Township 49 North, Range 33 West, in the City of Kansas
City, Jackson County, Missouri, being described as follows:
Beginning at a point on the west right-of-way line
of Southwest Boulevard as now established and its intersection with the
north right-of-way line of 27th Street as established by Ordinance No.
31178 and amended by Ordinance No. 33112; thence North 34 48'38" East
along the west right-of-way line of Southwest Boulevard 1770.6 feet;
thence South 71 50'06" West 1085.85 feet; thence southwestward along
a curve to the left and tangent to the last described course having a radius of
1300.00 feet and an arc length of 201.25 feet, to a point of compound
curvature, thence southwest along a curve to the left, having an initial
tangent bearing South 62 57'54" West, having a radius of 591.00 feet;
and an arc length of 545.98 feet; thence South 32 03'06" East, 165.48
feet; thence southward along a curve to the right, tangent to the last
described course, having a radius of 830.00 feet and an arc length of
509.53 feet; thence South 03 07'19" West, 10.38 feet; thence
southeastward along a curve to the left having an initial tangent bearing
of South 69 55'50" East on a radius of 295.00 feet and an arc length
of 52.43 feet; thence South 80 06'58" East 80.00 feet; thence
eastward along a curve to the left, tangent to the last described course
having a radius of 50.00 feet and an arc length of 39.27 feet; thence
North 54 52'48" East 42.42 feet; thence southeastward along a curve
to the right and tangent to the last described course having a radius of
100.00 feet and an arc length of 65.77 feet; thence South 87 26'05"
East, 43.88 feet to the point of beginning. The above described tract
contains 22.7 acres.
is hereby rezoned from District M-2a (Heavy Industry) to
District URD (Urban Redevelopment District), all as shown outlined on a map
marked Section 65.010A2652, which is attached hereto and made a part hereof,
and which is hereby adopted as a part of an amendment to the zoning maps
constituting a part of said chapter and as an amendment to Section 65.010
thereof.
Section B. That a development plan for the area
legally described above is hereby approved, subject to the following conditions:
1. That the developer cause the area to be platted
and processed in accordance with Chapter 66, Code of Ordinances of
the City of Kansas City, Missouri, as amended,
commonly known as the Subdivision Regulations.
2. That the developer submit a storm drainage
study to the City Engineer's Office for approval and that the
developer make any improvements as required by the City
Engineer's Office.
3. That the developer submit plans for grading and
siltation and erosion control to the City Engineer's Office for
approval prior to the commencement of any construction
activities.
4. That the developer secure a land disturbance
permit from the Missouri Department of Natural Resources.
5. That the developer construct curbs, gutters,
sidewalks and streetlights along Southwest Boulevard as required by
the Department of Public Works.
6. That the developer provide fire protection as
required by the Fire Department.
7. That the developer install, loop, remove and/or
relocate water mains as required by the Water Services Department.
8. That the developer provide sanitary sewers as
required by the Department of Public Works.
9. That the developer submit a site plan for
approval by the Director of the Department of City Development prior
to the issuance of a building permit, including detailed
information on signage, property setback
distances, lighting, landscaping, property
uses and architectural characteristics.
A copy of said development plan is on file in the office
of the City Clerk under Document No. 960484, which is attached hereto and made a
part hereof.
Section C. That the Council finds and declares that
before taking any action on the proposed amendment hereinabove, all public
notices and hearings required by the Zoning Ordinance have been given and had.
