RESOLUTION NO. 090660
Establishing a task force to
review the implementation of the Economic Development & Incentive Policy
for the City.
WHEREAS, on August 8,
2006, the voters of Kansas City adopted a new charter for the City of Kansas
City, Missouri; and
WHEREAS, Section 807
of the Charter requires that the City enact by ordinance a policy which
reflects best practices for the prudent use of economic incentives; and
WHEREAS, on May 31,
2007, the City established a taskforce to develop and recommend an economic
development and incentive policy for the City; and
WHEREAS, on September
20, 2007, the City passed Committee Substitute for Ordinance No. 070943
accepting the recommendations of the citizens task
force on economic development and incentives; and
WHEREAS,
the City Council desires to review the practical implementation of the economic
development and incentive policy and to address and expedite the technical
review; and
WHEREAS,
the City Council recognizes the need for improved communications and
cooperation among the City, the Economic Development Corporation, other Taxing
Jurisdictions, and the Development Community; and
WHEREAS,
the City Council desires to streamline the economic development process for the
good of all Kansas Citians, work with our business community and partner taxing
jurisdictions; NOW, THEREFORE,
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section
1. That the Mayor and City Council establish a task force to review the
implementation of the Economic Development & Incentive Policy.
Section
2. That the task force define roles and responsibilities of the City, its
Statutory Agencies, the Economic Development Corporation and recommend process
improvements within 90 days of passage of this Resolution.
Section
4. That the task force will hold two user round tables; one for input from
other taxing jurisdictions and the other for input from members of the
development community. The task force will report back their findings and
recommendations to the City Council.
Section 5. That the task force members be composed of the
following:
Mayor or designee
One member from the Planning and Zoning Committee
One member from the Finance and Audit Committee
City Manager or designee
Director of Finance or designee
Director of Planning or designee
Two members of the EDC Executive Board
CEO of the EDC or designee
One member from Jackson County Government
One member from Clay County Government
One member from Platte County Government
Two members from the Development Community
Section
6. That the taskforce members from the Planning and Zoning Committee and
Finance and Audit Committee will serve as co-chairs of the task force and will
select the two members from the development community.
