RESOLUTION NO. 171039

 

Directing the City Manager to explore opportunities to increase the number of City certified Minority Owned Business Enterprises, Women Owned Business Enterprises, and Small Local Business Enterprises (MBEs/WBEs/SLBEs) and report his findings to Council in 30 days.

 

WHEREAS, the City of Kansas City, Missouri, has operated a Minority Business Enterprise and Women Business Enterprise program based on race, ethnicity and gender since December 1981; and

 

WHEREAS, over the ensuing years, the City of Kansas City, Missouri has continued to evaluate its MBE/WBE program to ensure that it met the constitutional standards established by the United States Supreme Court in Croson v. City of Richmond; and

 

WHEREAS, the City, the Kansas City Area Transportation Authority, Jackson County, Missouri and the Kansas City School District formed a Consortium and contracted with Colette Holt & Associates, to prepare an updated disparity study which was completed in 2017; and

 

WHEREAS, the City is currently undertaking the largest project in City history with the $1 billion single terminal KCI Airport Project; and

 

WHEREAS, the City needs to explore opportunities to increase available MBEs/WBEs and SLBEs including evaluating whether to grant certifications to MBEs/WBEs certified by the States of Kansas and Missouri as well as whether the Human Relations Department needs additional resources to increase the inclusiveness of MBEs/WBEs/SLBEs in City contracting and the KCI Airport Project; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Manager is directed to explore opportunities to increase the number of City certified Minority Owned Business Enterprises, Women Owned Business Enterprises, and Small Local Business Enterprises (MBEs/WBEs/SLBEs) and report his findings to Council within 30 days.
