RESOLUTION NO. 031243
Directing the City Manager
to assess the Citys emergency response policies and practices followed by
Police, Fire, and MAST, and to report back to the Neighborhood Development and Housing
Committee within 45 days with findings and recommendations.
WHEREAS, the
ability to respond to emergency calls in a prompt manner without endangering
the public safety is a prime concern of Police, Fire, and MAST; and
WHEREAS, the
citizens of Kansas City expect and rely on fast responses to emergency calls;
and
WHEREAS, false
emergency calls hamper the efficient functioning of the emergency response
system as well as deplete valuable resources that could be allocated to improve
services within the City; and
WHEREAS, the City
Council believes that any inefficiencies, lack of coordination, misinformation,
or lack of enforcement of established rules and procedures in the emergency
response system may seriously compromise the health and safety of the citizens
of Kansas City; and
WHEREAS, the City
Council supports an in-depth analysis of the ability of emergency services to
respond on a fast and safe manner to all true emergency calls within the City;
NOW, THEREFORE,
BE IT RESOLVED BY
THE COUNCIL OF KANSAS CITY:
Section 1. That
the City Manager is directed to assess the current status of the Citys
emergency response policies and procedures to determine:
A. Best
practices to respond to emergencies within the City minimizing the risks to citizens.
B. How
to address false alarms in light of efficiency requirements and available
resources.
Section 2. That
in order to complete his report, the City Manager is directed to work with the
Citys Fire Department, Police Department, MAST and others as he deems
necessary and appropriate.
Section 3. That
the City Manager shall report back to the Neighborhood Development and Housing
Committee as directed within forty-five (45) days after the adoption of this
Resolution.
