Estimating revenue and
appropriating $500,000.00 in the HOME Investment Fund; authorizing a contract
with Westside Housing Organization, Inc. to acquire, rehabilitate, and
sell/rent houses to low income persons in the Manheim Park Target Area from
HOME Investment Partnerships Program funding approved in the 2013 One Year
Action Plan; authorizing a contract amendment with Westside Housing
Organization, Inc.; and recognizing this ordinance as having an accelerated
effective date.
WHEREAS, the 2012-2016 Five Year Consolidated Plan (“Plan”)
identified seven target areas and the Plan further identified specific
sub-target areas in which single family housing development and minor home
repair services are to be implemented; and
WHEREAS, one of those sub-target areas is the Manheim Park
Target Area, located generally from 43rd to 44th Streets along Tracy
Avenue; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That revenue in the amount of $500,000.00 is
estimated in the HOME Investment Fund in the following account in the HOME
Investment Fund:
17-2940-570001-476050-G57HOME13 HUD Grants $500,000.00
Section 2. That $500,000.00 is appropriated from the
Unappropriated Fund Balance of the HOME Investment Fund to the following
account in the HOME Investment Fund:
17-2940-575311-B-G57HOME13 Neighborhood Revitalization $500,000.00
Section 3. That the Director of Neighborhoods and Housing
Services is authorized to execute, on behalf of the City of Kansas City,
Missouri, a contract for $400,000.00, from Account No.
17-2940-575311-G57HOME13, with Westside Housing Organization, Inc. A copy of
the contract, in substantial form, is on file in the office of the Director of
Neighborhoods and Housing Services.
Section 4. That the Director of Neighborhoods and Housing
Services is authorized to enter into a contract amendment which adds
$100,000.00 to a contract with Westside Housing Organization, Inc. from Account
No. 17-2940-575311-G57HOME13. A copy of the contract amendment, in substantial
form, is on file in the office of the Director of Neighborhoods and Housing
Services.
Section
5. That this ordinance, which appropriates money, is
recognized as an ordinance with an accelerated effective date as provided by
Section 503(a)(3)(C) of the City Charter, and shall take effect in accordance
with that section.

I hereby certify that there is a balance, otherwise
unencumbered, to the credit of the appropriation to which the foregoing
expenditure is to be charged, and a cash balance, otherwise unencumbered, in
the treasury, to the credit of the fund from which payment is to be made, each
sufficient to meet the obligation hereby incurred.
