COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 090254

 

Establishing the City policy on participation in the Green Impact Zone Initiative that will receive federal funding under the American Recovery and Reinvestment Act.

 

WHEREAS, Kansas City will receive funds made available under the American Recovery and Reinvestment Act of 2009 (ARRA); and

WHEREAS, Kansas City commits to use funds received under the ARRA for a focused initiative known as the Green Impact Zone, an area of the City bounded by 39th Street on the north, 51st Street on the south, Troost Avenue on the west and Prospect Avenue to Emanuel Cleaver II over to Swope Parkway on the east; and

 

WHEREAS, Kansas City recognizes that the Green Impact Zone area is comprised of the Ivanhoe, Blue Hills, 49/63, Manheim and Town Fork Creek neighborhoods that contain significant challenges to sustainable environmental, housing, and infrastructure needs; and

 

WHEREAS, ARRA investments in the Green Impact Zone are not to the exclusion of investments in other areas of the City, but rather enhance all ARRA investments city-wide; and

 

WHEREAS, Kansas City wishes to be part of the targeted Green Impact Zone model program that can be replicated in every part of the City, the region and nationally, and that produces jobs, environmental innovations, and quality neighborhood enhancements; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City of Kansas City, Missouri intends to enter into a partnership with the Mid-America Regional Council to participate both operationally and financially, as appropriate, in the Green Impact Zone Initiative.

 

Section 2. That the City Manager is hereby directed to implement the Citys participation in the Green Impact Zone Initiative and to report to the Council of its progress and of any further Council actions required.
