Estimating and appropriating $375,000.00 in prior-year health insurance rebates in the General Fund for the purpose of continuing work on the Citys self-funded health insurance initiative.


WHEREAS, the City of Kansas City continues its work on self-funding of health insurance beginning May 1, 2010; and


WHEREAS, unspent prior-year funds from a health insurance premium rebate remains available to complete this work; and


WHEREAS, Garry and Associates of North Kansas City was selected in FY 2008-09 through a competitive solicitation process involving representatives of all employee groups; and


WHEREAS, the work of Garry and Associates and the collaborative work of the committee resulted in over $7 million in financial savings from preliminary renewal estimates with our current health insurance provider for FY 2009-10; and


WHEREAS, it is desired to extend the current contract with Garry and Associates to continue the work begun in FY 2008-09 and complete the Citys self-funding health insurance initiative; and


WHEREAS, an additional $100,000.00 is needed to provide one-time auditing and legal services necessary to insure that the transition occurs smoothly; NOW, THEREFORE,




Section 1. That revenue is estimated in the following account of the General Fund:


10-1000-100000-485700 Health Insurance Rebate $375,000.00


  Section 2. That the sum of $375,000.00 is appropriated from the Unappropriated Fund Balance of the General Fund to the following account:


10-1000-101100-B Office of Management and Budget $325,000.00

10-1000-131500-B Legal Services 50,000.00

TOTAL $375,000.00


Section 3. That the City Manager is authorized to amend and extend a current contract with Garry and Associates in an additional amount not to exceed $275,000.00 and provide up to two annual renewals subject to the appropriation of funds in future fiscal years.




I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
