ORDINANCE NO. 050445

Approving the 4th Modification of the Manual Outline Urban Renewal Plan for an area generally bounded by I-70 on the north, The Paseo on the east, E. 19th Street on the south and Harrison Street on the west. (138-S-3)

WHEREAS, by passage of Ordinance No. 33126, passed October 21, 1966, the City Council approved a general urban renewal plan for the Manual Outline Urban Renewal Project; and

WHEREAS, by passage of Ordinance No. 34952, passed March 8, 1968, the City Council approved revisions to the urban renewal plan for the Manual Outline Urban Renewal Project; and

WHEREAS, by passage of Ordinance No. 41075, passed May 5, 1972, the City Council approved revisions to the urban renewal plan for the Manual Outline Urban Renewal Project; and

WHEREAS, by passage of Ordinance No. 47234, passed December 16, 1976, the City Council approved revisions to the urban renewal plan for the Manual Outline Urban Renewal Project; and

  WHEREAS, it is desirable and in the public interest that the Manual Outline Urban Renewal Plan be modified to add certain parcels to the acquisition category; and

WHEREAS, a copy of the amendment has been filed with the City Clerk; and

  WHEREAS, the Land Clearance for Redevelopment Authority of Kansas City, Missouri, did on March 23, 2005 adopt Resolution No. ___________ recommending approval of the 4^th Modification to the Manual Outline Area to allow for the addition of certain parcels; and

  WHEREAS, the City Plan Commission reviewed the 4^th Modification to the Manual Outline Urban Renewal Plan to allow for the addition of certain parcels for acquisition, said recommendation of the City Plan Commission being set forth on Exhibit A attached hereto and incorporated herein by reference; NOW, THEREFORE,

  BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section A. That the 4^th Modification to the Manual Outline Urban Renewal Plan which allows for the addition of certain parcels to the acquisition category is hereby approved. A copy of the 4^th Modification to the Manual Outline Urban Renewal Plan is on file with the office of the City Clerk and is incorporated herein by reference.

  Section B. That the Council has duly made the findings necessary for compliance with Sections 99.320 and 99.430, Revised Statutes of Missouri, as amended.

  Section C. That it is hereby found and determined that all of the findings, determinations and conclusions made and set forth in the previous ordinances listed above apply with equal force and effect as of the date of this revision.

  Section D. That said Urban Renewal Plan and amendments are hereby found to be feasible and in conformance with the Master Plan for the development of the community as a whole.
