ORDINANCE NO. 140657

 

Authorizing the Manager of Procurement Services to execute two contract amendments to Contract Nos. EV0516 and EV0496 with J & R Investments, Inc., d/b/a Woodley Building Maintenance to provide janitorial cleaning services for an additional one (1) year period; and authorizing the Manager of Procurement Services to amend the contracts and exercise the City’s renewal options for one (1) additional year.

 

WHEREAS, the City and J & R Investments, Inc., d/b/a Woodley Building Maintenance (“Woodley”) previously entered into annual contracts with four (4) one (1) year renewal options for Woodley to provide janitorial cleaning services at various City sites; and

 

WHEREAS, the City has exercised four (4) contract renewal options and the last renewal option will expire on June 30, 2014, for Contract Nos. EV0516 and EV0496; and

 

WHEREAS, the City spent approximately $1,400,000.00 in Fiscal Year 2013-2014 for the two (2) listed Woodley annual contracts; and

 

WHEREAS, the General Services Department estimates it will spend $1,165,000 in Fiscal Year 2014-2015 from funds previously appropriated for these two contracts; and

 

WHEREAS, the Manager of Procurement recommends it is in the best interest of the City to amend and renew the two Woodley contracts for up to two (2) additional one (1) year terms because the City can save an estimated $225,000 per year with the contract extensions; and NOW THEREFORE:

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Manager of Procurement Services is hereby authorized to execute contract amendments to Contract Nos. EV0516 and EV0496 with J & R Investments, Inc., d/b/a Woodley Building Maintenance to provide janitorial cleaning services for an additional one (1) year period from funds previously appropriated for this contract in the following accounts:

A copy of the contract amendments are on file in the Procurement Services Division.

 

Section 2. That the Manager of Procurement Services is hereby authorized to further amend Contract Nos. EV0516 and EV0496 and to exercise the City’s one-year renewal options without City Council authorization.

The City has no financial obligation under both this Ordinance and Contract until the Manager of Procurement Services issues a Purchase Order which shall be signed by the City’s Director of Finance certifying there is a balance, otherwise unencumbered, to the credit of the appropriation to which the expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment will be made, each sufficient to meet the obligation incurred in the Purchase Order.
