RESOLUTION NO. 030293

 

Supporting the establishment of the Staley Farm Neighborhood Improvement District for the Staley Farm Public Improvement Project and directing the City Manager to proceed expeditiously with the documents necessary to establish the district and stating the Councils intent to issue bonds for this project.

 

WHEREAS, the Staley Farm development, located north of 100th Street between N. Woodland Avenue and N.E. Staley Road, is a significant development in Kansas City and is important for the continued quality development of the Northland; and

 

WHEREAS, the current plan for the property was approved by the Council on February 15, 2001, through the passage of Ordinance Nos. 001698 through 001704 and the plan includes development of high quality residential homes, townhomes and multi-family units, commercial retail centers and a golf course; and

 

WHEREAS, the developer of Staley Farm, Intell Staley Farms LLC (Intell), has in conjunction with Premier Golf Missouri, LLC (Premier) developed the Staley Farms Golf Community and an 18-hole championship golf course. Intell accordingly has sold 54 lots to builders, who, in turn have constructed upscale single family homes. The Staley Farms Golf Club, owned and operated by Premier opened the course in June, 2002; and

 

WHEREAS, Intell Staley Farms LLC is in the process of submitting a petition to establish the Staley Farm Neighborhood Improvement District in order to construct the Staley Farm Public Improvement Project to further enhance the City infrastructure in and around the Staley Farm development; and

 

WHEREAS, the Council states that such improvements are for the benefit of the public health, safety and welfare and constitute a public purpose; and

 

WHEREAS, the Staley Farm Public Improvement Project consists of the construction of public sanitary sewers with an approximate cost of $2,600,000.00; and

 

WHEREAS, the Mayor and Council support the establishment of the Staley Farm Neighborhood Improvement District and direct the City Manager to proceed expeditiously with the documents necessary to establish the district upon submission of the petition by Intell Staley Farms LLC; and

 

WHEREAS, the Mayor and Council further state their support for the issuance of bonds for this project pursuant to Sections 67.453 to 67.475, inclusive, RSMo, titled the Neighborhood Improvement District Act (Act) and direct the City Manager to proceed in accordance with the documents necessary to issue the bonds for the project; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:


Section 1. That the Mayor and Council hereby state their support for the establishment of the Staley Farm Neighborhood Improvement District for the Staley Farm Public Improvement Project and further direct the City Manager to proceed expeditiously with the preparation of documents necessary to establish the district upon submission of the petition by Intell Staley Farms LLC for establishment of the district.

 

Section 2. That the Mayor and Council further state their support for the issuance of bonds pursuant to the Act for the Staley Farm Public Improvement Project and direct the City Manager to proceed with the documents necessary to issue bonds for the project.
