RESOLUTION NO. 180532

 

Authorizing the City Manager to develop and implement a Dockless Shared Active Transportation Pilot Program for the purpose of furthering transportation options for the City’s residents, workers, and visitors and authorizing the City Manager to enter into interim agreements with Dockless Shared Active Transportation Companies until a Pilot Program can be developed.

WHEREAS, Dockless Shared Active Transportation is a rapidly evolving field that includes dockless bikes, e-bikes, scooters, and e-scooters; and

 

WHEREAS, the City of Kansas City, Missouri supports innovation in transportation and welcomes multimodal mobility options; and

 

WHEREAS, the City of Kansas City, Missouri recognizes the need to ensure the business practices of Shared Active Transportation Companies and Providers safely and fairly serve our residents, workers, and visitors; and

 

WHEREAS, regulations and guidelines are needed related to Shared Active Transportation that involves dockless fleets and non-human propulsion vehicles; and

 

WHEREAS, the City of Kansas City, Missouri aims to increase opportunities for Active Transportation throughout all six council districts; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager and staff develop a longer-term Dockless Shared Active Transportation Pilot Program to further evaluate implementation of Dockless Shared Active Transportation in Kansas City, Missouri.

 

Section 2. That the Mayor and City Council hereby authorize the City Manager and staff to develop and enter into Interim Operating Agreements with Dockless Shared Active Transportation Companies and Providers until a Dockless Shared Active Transportation Pilot Program is developed.
