COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 900819

Authorizing acceptance of a $24,000.00 grant from the Department of Commerce; reducing appropriation in Account No. 706-65724 by $20,000.00; appropriating $20,000.00 from the Unappropriated Fund Balance of the General Fund to the Contribution to General Fund for MBDA Grant Match account; estimating revenue in General Fund Accounts No. 001-90104 and No. 001-61800; appropriating $44,000.00 from the Unappropriated Fund Balance of the General Fund to the Minority Business Development Grant account; authorizing a $6,500.00 lease agreement with the Black Economic Union; and designating requisitioning authority.

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Mayor is hereby authorized to accept, on behalf of the City, a grant from the United States Department of Commerce, Minority Business Development Agency, in the amount of $24,000.00 to provide matching funds for the continuation of business development and management services formerly provided by the Minority Business Development Center.

Section 2. That the appropriation in the following account of the Community Development Fund - Year 16 is hereby reduced by the following amount:

706-65724B Minority Business Development $20,000.00 Assistance

Section 3. That the sum of $20,000.00 is hereby appropriated from the Unappropriated Fund Balance of the Community Development Fund - Year 16, Account No. 706-801, to the following account in the Community Development Fund - Year 16:

706-95841B Contribution to General Fund for $20,000.00 MBDA Grant Match

Section 4. That the revenue in the following accounts of the General Fund is hereby estimated as follows:

001-90104 Transfer from CDBG - Year XVI $20,000.00 001-61800 Minority Business Development Grant U.S. Department of Commerce 24,000.00

Section 5. That the sum of $44,000.00 is hereby appropriated from the Unappropriated Fund Balance of the General Fund, Account No. 001-801, to the following account:

001-65725B Minority Business Development Grant $44,000.00

Section 6. That the Director of the Department of Housing and Community Development is hereby authorized to enter into a lease agreement with the Black Economic Union in the amount of $6,500.00 for the purpose of providing a location and support services for the Minority Business Development Operations from funds appropriated herein to Account No. 001-65725B, Minority Business Development Grant.

Section 7. That the Director of the Department of Housing and Community Development is hereby designated as requisitioning authority for Accounts No. 706-95841 and No. 001-65725.
