RESOLUTION NO. 021455
Declaring the Citys
support for the private development of a nine acre parcel owned by the Housing
Authority in the Columbus Park area, and encouraging the Housing Authority to
sell the property to the City to facilitate its development.
WHEREAS, the
historic Columbus Park neighborhood possesses unique characteristics that
create the potential for the success of a quality residential and retail
development planned for the neighborhood; and
WHEREAS, on May
1, 1997, the City of Kansas City, Missouri (the City), the Housing Authority
of Kansas City, Missouri (HAKC) and the Guinotte Manor Tenants Association,
Inc. (GMTA) entered into a cooperative agreement (the Agreement); and
WHEREAS, under
the terms of the Agreement, the parties determined that a nine (9) acre parcel
owned by the HAKC (the HAKC Property) should be privately developed; and
WHEREAS, the
parties to the Agreement desire to see the HAKC Property privately developed in
conjunction with an adjacent thirteen (13) acres of privately owned land in the
Columbus Park neighborhood (the 13 Acres) pursuant to the Columbus Park Urban
Development Concept Plan; and
WHEREAS, it has
been the stated intention of the HAKC and GMTA to cooperate with the private
development Phase III and the 13 Acres (collectively, the Project Area); and
WHEREAS,
representatives from the City, HAKC and GMTA have engaged in lengthy
negotiations to determine the manner in which the Project Area will be
privately developed; NOW, THEREFORE,
BE IT RESOLVED BY
THE COUNCIL OF KANSAS CITY:
Section A. That
the City shall support all of the parties to the Agreement committing to a
process whereby a local development authority may proceed with implementing a
private development plan for the Project Area.
Section B. That
the City shall encourage the HAKC to transfer the HAKC Property to the City for
fair market value so as to facilitate the inclusion of the HAKC Property in the
Project Area.
