ORDINANCE NO. 051257

 

Renaming the Youth Employment Fund to the Youth Opportunities Fund and redirecting 0.5% of budgeted capital improvements projects to promote opportunities for youth in Kansas City; appropriating funds from the Capital Improvement Fund, Fire Sales Tax Fund, and Public Safety Sales Tax Fund to the Youth Opportunities Fund.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

WHEREAS, the City of Kansas City, Missouri is committed to providing employment and other enrichment opportunities to the youth of this City; and

 

WHEREAS, the City Council established the programmatic guidelines of the Youth Employment Fund by passage of Resolution No.. 941474 to insure the Citys commitment to the employment of young people; and

 

WHEREAS, the Youth Employment Fund was established by the City Council with Ordinance No. 941475 and made effective November 20,1994; and

 

WHEREAS, the current ordinance allocates 0.25% of all City contracts for the construction, reconstruction or remodeling of any municipal building, and for any architectural, engineering or other professional service contracts related to capital improvements exclusively for programs that promote youth employment; and

 

WHEREAS, the current (FY 2005-06) 0.25% requirement generates approximately $215,864.00 a year in revenues to support youth empowerment opportunities which is deemed insufficient to support the needs in our community; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Youth employment Fund (Fund No. 2440) is hereby renamed the Youth Opportunities Fund in the financial records of the City of Kansas City, Missouri.

 

Section 2. With the FY 2006-07 budget the City Manager is hereby authorized to allocate up to 0.5% of budgeted capital improvements, minus capital maintenance, capital debt service, and enterprise funds, plus any future capital improvement bonds unless prohibited by bond covenants on an annual basis for the purpose of promoting opportunities for youth in this City.

 

Section 3. That these funds shall exclusively be used for programs and activities that provide meaningful opportunities for youth ages 5 -25 to improve their chances for gainful employment and education.

 


Section 4. That the sum of $154,500.00 is appropriated from the Unappropriated Fund Balance of the Capital Improvement Fund to the following account in the Capital Improvement Fund:

Section 5. That the sum of $20,500.00 is appropriated from the Unappropriated Fund Balance of the Fire Sales Tax Fund to the following account in the Fire Sales Tax Fund:

Transfer to the Youth Opportunities Fund

$ 20,500.00

 

Section 6. That the sum of $40,684.00 is appropriated from the Unappropriated Fund Balance of the Public Safety Sales Tax Fund to the following account in the Public Safety Sales Tax Fund:

Transfer to the Youth Opportunities Fund

$ 40,684.00

 

Section 7. That the revenues in the following accounts of the Youth Opportunities Fund (Fund 2440) are estimated in the following amounts:

Transfer from the Capital Improvement Fund

Transfer from the Fire Sales Tax Fund

20,500.00

Section 8. That the sum of $215,864.00 is hereby appropriated from the Unappropriated Fund Balance of the Youth Opportunities Fund to the following account in the Youth Opportunities Fund:
