COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 060641

 

Reducing the Contingent Appropriation in the General Fund by the sum of $500,000.00 and appropriating it to the Neighborhood and Community Services Department for dangerous building demolition, and recognizing an emergency.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the appropriation in the following account of the General Fund is reduced by the following amount:

 

07-1000-179990-B

Contingent Appropriation

$500,000.00

 

 

 

Section 2. That the sum of $500,000.00 is appropriated from the Unappropriated Fund Balance of the General Fund to the following account in the General Fund: 

 

07-1000-572340-B

Dangerous Building Demolition

$500,000.00

 

Section 3. That this ordinance is recognized as an emergency measure within the provisions of Article II, Section 15 of the Charter of Kansas City and shall take effect immediately in accordance with that section.

 

Section 4. That the City Manager be directed to use the building reuse program to help determine whether the houses on the dangerous buildings list to be torn down by the City could be rehabilitated and that the City Manager develop a program with proper funding to acquire, stabilize and sell all buildings that can be rehabilitated that are in the dangerous building program. Said buildings will be sold with conditions that the buyer rehabilitate the houses.

 

Section 5. That in order to further Section 4, the City Manager shall investigate the use of the Good Apple 353 program and establish a revolving fund to acquire and stabilize said buildings for resale. The City Manager shall investigate state and federal sources for these funds.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
