ORDINANCE NO. 130848
Approving the Kansas City
Register nomination for the “Heider-James Residence” located at 4212 Washington
Street as required by Chapter 88-580-01-B of the Administrative Code of the
City of Kansas City, Missouri. (250-S-120)
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section1. That
the Heider-James Residence located at 4212 Washington Street is hereby designated
for inclusion in the Kansas City Register of Historic Places (H/O Overlay).
Section 2. That
the location is more specifically described as follows:
South 49 feet Lot 11
also North 1/2 Vacated Alley South of & Adjacent, Edmund Prices Addition.
Section 3. That
the Historic Preservation Commission determined that the ‘Heider-James
Residence’ is eligible for inclusion in the Kansas City Register under
Criterion A in the area of Ethnic History: African American as part of the
historic resources of the Steptoe Neighborhood of Kansas City and that the
house is a good example of a house related to the African American enclave in
Steptoe.
Section 4. That
German immigrant, Martin Heider, built the house that was subsequently bought
by Arthur and Beatrice James and that Arthur James was the second African
American master plumber in Kansas City and representative of the population of
the African American community of Steptoe.
Section 5. That
the City Council approves the nomination of the “Heider-James Residence”,
located at 4212 Washington Street, for inclusion in the Kansas City Register of
Historic Places.
