RESOLUTION NO. 981495
Directing
the City Manager to develop a written cooperative agreement with the Board of
Police Commissioners to clarify the working relationship between the Police
Department and the City.
WHEREAS, it is recognized that the City of Kansas City
and the Board of Police Commissioners of Kansas City are separate and distinct
entities created under the laws of the State of Missouri with independent and
unique governing bodies, accountable to different groups, controlling each entity;
and
WHEREAS,
it is also recognized that while few of the rules establishing the relationship
between the City and its Police Department are formally codified, it is
important that the City and Police Department work together to maximize the
efficient and effective delivery of services to the citizens of Kansas City and
to ensure proper control and stewardship of public dollars; and
WHEREAS,
it has been recommended that the City and Board of Police Commissioners develop
a written cooperative agreement between the City and Police Department which,
while recognizing the two entities as equal partners which cannot command or
control the other, will identify the roles and responsibilities of each,
clarify expectations, and serve as a basis for improving cooperation and
coordination; NOW, THEREFORE,
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That
the City Manager is hereby directed to meet with the staff of the Board of
Police Commissioners of Kansas City to develop and recommend to the Board and
the City Council a formal, written cooperative agreement defining and
clarifying the working relationship between the City and Board concerning the
Kansas City Police Department; and
BE
IT FURTHER RESOLVED that the City Manager shall regularly report to the Council
the progress toward reaching such a recommended agreement and present that
proposed agreement to the Council within sixty (60) days hereof.
