RESOLUTION NO. 960774

 

Encouraging the Governor of the State of Missouri to veto House Committee Substitute for Senate Bill 933 which was passed during the recent session of the Missouri General Assembly and would amend the State's liquor control laws.

 

WHEREAS, the 88th General Assembly, during its recent session, passed House Committee Substitute for Senate Bill 933 which would amend Missouri's liquor control laws; and

 

WHEREAS, one important provision of the bill, which is awaiting action by the Governor, would allow the employment of eighteen-year-olds by licensed liquor wholesalers for stocking and arranging displays in licensed retail liquor establishments, and another would liberally allow promotional activities between distillers, winemakers, wholesalers or brewers with retail licenses; and

 

WHEREAS, such provisions would substantially increase the exposure of young persons, not yet legally permitted to purchase or possess alcoholic beverages, to alcohol advertising through increased promotions and the allowing of trading stamps, gimmicks, novelties and national sweepstakes on licensed premises, which undermines efforts to reduce the underage consumption of alcoholic beverages; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Mayor and Council of Kansas City hereby urge the Honorable Mel Carnahan, Governor of the State of Missouri, to exercise his Constitutional authority to veto the recently passed House Committee Substitute for Senate Bill 933 which seeks to amend Missouri's liquor control laws and by so doing to show support for the effort to eliminate the underage consumption of alcoholic beverages within the State of Missouri; and

 

BE IT FURTHER RESOLVED, that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be provided by the City Clerk to the Governor of the State of Missouri as evidence of the position of the Mayor and Council of Kansas City on this matter.
