Amending Chapter 2, Code of
Ordinances, by repealing Section 2-1595, Contract requiring City Council
approval, and enacting in lieu thereof a new section of like number and subject
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That
Chapter 2, Code of Ordinances of the City of Kansas City, Missouri, is hereby
amended by repealing Section 2-1595, Contract requiring City Council approval,
and enacting in lieu thereof a new section of like number and subject matter,
to read as follows:
Sec. 2-1595. Contract
Requiring City Council Approval.
Notwithstanding any other requirement in this code and unless approval by the
city council or the board of parks and recreations commissioners is
specifically required by city charter, federal or state statute or contract,
the city manager is authorized to enter into any and all contracts on behalf of
the city without city council approval in which the consideration does not
exceed $1,000,000.00 for the construction of a public work and $75,000.00 for
all other contracts.
(b) At the
beginning of each city fiscal year, the monetary amounts specified in this
section shall automatically be adjusted and shall be announced by the city manager
to reflect an increase equal to an increase in the consumer price index (all
items/all urban consumers/Kansas City, Missouri/Kansas) published by the United
States Department of Labor, Bureau of Labor Statistics Consumer Price Index for
all urban consumers to eliminate the effects of inflation on purchasing power.
Such monetary amount, as adjusted, shall be rounded upwards to the nearest
Thousand Dollars ($1,000.00).

(d) The city
manager is authorized to promulgate rules and regulations for the
administration of this Article XI, Division 1, and is authorized to waive any
such rules and regulations when the city manager determines it is in the citys
best interests. The city manager may delegate any of his authority set forth in
this Article XI, Division 1 to department directors.
Section 2. That
this Ordinance shall cease to be effective upon the passage of a policy by the
City Council pursuant to Committee Substitute for Resolution No. 050384.
