COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 990402

 

Directing the City Manager to recommend to the Council Taxpayer Accountability Budgeting and Administrative Systems, which address the structural imbalance in the city budget, including zero-based budgeting principles in the Systems; creating a senior management team to oversee the development of the Systems, to report on this matter to the Mayor and Council during the Council priority sessions, and to make certain recommendations to the Council for incorporation in future budgets.

 

WHEREAS, the City Council recognizes the City currently has a structural budget imbalance; and

 

WHEREAS, the City Council has recognized the reduction of the structural budget imbalance as a high priority; and

 

WHEREAS, the City Council desires that the City Manager to implement a budgeting and administrative systems which allow the City Council to have the benefit of all available information to reduce the structural budget imbalance, provide taxpayer accountability and to improve operational efficiencies; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is hereby directed to develop for implementation Taxpayer Accountability Budgeting and Administrative Systems (the Systems), which including the incorporation of zero-based budgeting principles throughout City departments where appropriate. The goal is to better justify and minimize all expenditures in the Citys budget, thereby assisting with the reduction of the Citys structural budget imbalance.

 

a. The System should ensure that each line item be explained and reviewed in total by each applicable City Department for the next budget year.

 

b. As a part of the review, certain key budget items and programs are set to zero and justified to senior management and then the Mayor and Council before the budget is approved.

 

c. The Systems should also address means of improving administrative and organizational efficiencies.

 

Section 2. The City Manager is hereby directed to create a senior management team to oversee the development of the Systems, and to study and review Activity Based Costing principles for implementation as set forth in Resolution No. 990401.

 

Section 3. That the City Manager is directed to report to the Mayor and Council of the progress during the Council priority sessions.

 

Section 4. That the City Manager is directed to recommend the Systems to the City Council during the City Council budgeting priority session and, to the extent possible, incorporate into all future budgets the concept of zero-based budgeting and other means of minimizing expenditures.
