RESOLUTION NO. 171018

 

Honoring Samuel C. Swearngin on the occasion of his retirement.

 

WHEREAS, Sam Swearngin began his career with the City of Kansas City, Missouri in 1980, working first for the Fire Department and subsequently rising to the position of manager of the Fleet Services Division of the General Services Department. Sam was just nineteen years old when he worked through the night of July 17, 1981 to maintain emergency equipment at the scene of the Hyatt Hotel skywalk collapse; and

 

WHEREAS, Sam implemented the City’s first alternative fuel vehicle program in 1996, introducing compressed natural gas vehicles and fueling stations to the City. The fleet now has over 300 natural gas vehicles and numerous fueling stations, including those for public access, and

 

WHEREAS, Sam’s expertise has won recognition from industry and environmental organizations, including the Alternative Fuel Vehicle Institute’s National Oxygen Award (2007), the Kansas City Environmental Management Commission Environmental Excellence Award (2011), and the Natural Gas Vehicle Achievement Award for creating the nation’s best government green fleet (2014). Kansas City was recognized for having one of the 100 Best Fleets and the National Green Fleet Award in 2015; and

 

WHEREAS, Sam is a dedicated community volunteer, leading Boy Scout Troop 118 at St. Peter’s Catholic Church, where he is also a Fourth Degree Knight in the Knights of Columbus. Sam’s love of cycling has led him to involvement in several charities, competitions, and work at professional cycling events, including the Tours of Missouri, Georgia, California, Utah, and the USA Pro Cycling Challenge in Colorado. In addition to riding through Spain, Sam rode from Portland, Oregon to Kansas City in 2013, and plans to complete his cross-country adventure by riding from Kansas City to Portland, Maine. Of significant note is Sam’s commitment to commuting on his bicycle, undaunted by rain, sleet, snow or heat; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Mayor and Council hereby honor Samuel Swearngin on the occasion of his retirement, and express their gratitude for his 37 years of dedicated service to the City; and

 

BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to Sam Swearngin with the appreciation and best wishes of the Mayor and City Council.
