COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 970409

Amending Resolution No. 961522 to express Council support for the initiation of a program on the City government channel to identify individuals arrested of municipal offenses related to prostitution.

WHEREAS, the Council adopted Resolution No. 961522 expressing the support of a program identifying individuals convicted of municipal offenses related to prostitution; and

WHEREAS, pursuant to Chapter 610, RSMo, arrest records are open for public inspection; and

WHEREAS, the Council has determined that the goal of discouraging solicitation and prostitution on public property is best served by identifying individuals arrested for such municipal violations; and

WHEREAS, all appropriate and legal requirements will be met to remove the names of such individuals immediately upon the occasion of such records becoming closed; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the Council hereby expresses its support to initiate a program on the City government channel to identify individuals arrested of municipal or state offenses related to prostitution. Specifically, the identification shall be, but shall not be limited to, those individuals arrested for violations of one or more of the following City offenses:

Section 50-72 Prostitution and patronizing prostitution - Prohibited Section 50-73 Same-Violations near school or church.

In the event that any individual so identified is found "not guilty", such individual may request that the City government channel display such finding.
