ORDINANCE
NO. 180200
Estimating revenues in the amount
of $6,800,000.00 in the Capital Improvement Fund; appropriating that amount to
the Front Street and Universal Avenue improvements accounts, the Levee Trail
project account, and the 1601 N. Universal Demolition account; authorizing the
Director of Neighborhoods and Housing Services Department to enter into a
$838,200.00 demolition contract with Industrial Salvage and Wrecking for the
demolition of a building at 1601 N. Universal; and recognizing this ordinance
as having an accelerated effective date.
WHEREAS, on April 18,
1991 the City Council passed Committee Substitute for Ordinance No. 910047,
wherein the Council accepted recommendations from the Tax Increment Financing
Commission of Kansas City for the 1990 Redevelopment Plan and approved the 1990
Redevelopment Plan; and
WHEREAS, the 1990
Redevelopment Plan has previously been amended four times by Ordinance Nos.
911507, 000777, 100476 and 130305 (collectively the “Redevelopment Plan” or
“Plan”); and
WHEREAS, on October
5, 2017 The City Council approved the Fifth Amendment to the Redevelopment Plan
through Ordnance No. 170773 adding Front Street Improvements, Universal Avenue
Pavement Improvements, Universal Avenue Curbs and Sidewalks, Levee Trail and
1601 N Universal Demolition to the Plan; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF
KANSAS CITY:
Section 1. That
the revenue in the following account of the Capital Improvements Fund is hereby
estimated in the following amount:

Section 2. That

Section 3. That
the Director of Public Works is hereby designated requisitioning authority for Accounts
Nos. 18-3090-898014 and 18-3090-898074 in the Capital Improvement Fund.
Section 4. That
the Director of Neighborhoods and Housing Services is hereby designated
requisitioning authority for Account No. 18-3090-572340 in the Capital
Improvement Fund.
Section 5. That
the Director of Neighborhoods and Housing Services Department is hereby
authorized to enter into a contract with Industrial Salvage and Wrecking not to
exceed $838,200.00 for demolition of 1601 N. Universal from funds herein
appropriated.
Section 6. That
this ordinance, relating to the design, repair, maintenance or construction of
a public improvement and appropriating money, is recognized as an ordinance
with an accelerated effective date as provided by Sections 503(a)(3)(C) and (D)
of the City Charter and shall take effect in accordance with Section 503, City
Charter.

I hereby certify
that there is a balance, otherwise unencumbered, to the credit of the
appropriation to which the foregoing expenditure is to be charged, and a cash
balance, otherwise unencumbered, in the treasury, to the credit of the fund
from which payment is to be made, each sufficient to meet the obligation hereby
incurred.
