RESOLUTION NO. 100032
Directing the City Manager
to establish a comprehensive snow removal plan.
WHEREAS, the City’s
current snow removal plan has worked well in recent years for normal snowfall
events in Kansas City; and
WHEREAS, the large
snowfall events over the past two weeks, with accompanying frigid temperatures
and high winds, provided the worst snow removal conditions in over twenty
years, and snow removal was significantly hampered as a result of these severe
weather conditions; and
WHEREAS, these
recent snowfall events have underscored the need for a three phase snow removal
plan, which would allow the City to quickly adapt to uncommon or unpredictable
snowfall accumulations, frigid temperatures, high winds, and other
weather-related conditions that can dramatically impact the City’s ability to
remove snow from our streets; and
WHEREAS, this
three phase approach would assist the City in effectively communicating to the
public the anticipated level of service for snow removal, depending upon the
particular snow event; NOW, THEREFORE,
BE IT RESOLVED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That the
City Manager is hereby directed to establish a comprehensive three phase snow
removal plan that adapts to various snow conditions and accumulations, and
report back to the Council with a proposed plan within 20 days of passage of
this resolution.
Section 2. That the
City Manager is further directed to expand the City’s current focus of snow
removal on primary and arterial streets to include residential streets and to
coordinate this effort with our local school districts.
