COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 970687

Directing the City Manager to identify funding in the amount of $300,000.00 for certain public capital improvements in connection with the Pennway Plaza Residential Redevelopment Project generally located at 20th Street and West Pennway and expressing the intent of the Council to identify $160,000.00 in additional funds for said public improvements in the City Budget for Fiscal Year 1998-99.

WHEREAS, Pennway Plaza housing development site located at 20th and West Pennway in Kansas City is expected to be redeveloped as a 130 unit, new construction, mixed income residential project by an expected construction completion date of no later than January 1, 1999, and by way of a development plan whose sponsors are Westside Housing Organization, McCormack Baron and Associates, and the Housing Authority of Kansas City, Missouri; and

WHEREAS, the development plan for Pennway Plaza is expected to provide a positive asset benefitting and revitalizing the entire Westside neighborhood, and providing needed affordable housing opportunities to the residents of the City; and

WHEREAS, certain public capital improvements are required to successfully complete the redevelopment plan and the success of the plan depends upon obtaining City funding of no more than $300,000.00 for such public capital improvements for the City's 1997-98 fiscal year; and

WHEREAS, the necessary public improvements include street overlay, sidewalks, trees and landscaping, sanitary sewers and storm sewers, relocation of water mains, fire hydrants and streetlights; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Council hereby directs the City Manager to identify funding in the amount of $300,000.00 to provide for certain public improvements, including street overlay, sidewalks, trees and landscaping, sanitary sewers and storm sewers, relocation of water mains, fire hydrants and streetlights, in connection with the Pennway Plaza development located at 20th Street and West Pennway. The Council further directs the City Manager to prepare ordinances appropriating funds for said improvements for consideration by the City Council within thirty (30) days in order to allow the project to proceed.

Section 2. That the Council further expresses its intent to include in the City's Budget for Fiscal Year 1998-99 additional funds not to exceed the amount of $160,000.00 in order to complete said public improvements for the Pennway Plaza development.
