RESOLUTION NO. 120665

Approving the Paseo West Community Improvement Study as a guide for improvements in the Paseo West neighborhood and the area generally bounded by I-29/71 Highway on the north, I-70 on the south, 1-70/71 Highway on the west, and The Paseo on the east.

WHEREAS, the stakeholders of the Paseo West neighborhood in conjunction with the Economic Development Corporation and the City Development Department have conducted a planning study delineating the characteristics of the Paseo West Neighborhood study area; and

WHEREAS, legal notice for the public hearing before the City Plan Commission was published on June 13, 2012, in conformity with State and local laws; and

WHEREAS, the City Plan Commission considered approval of the Paseo West Community Improvement Strategy on July 3, 2012; and

WHEREAS, after all interested persons were given the opportunity to present testimony, the City Plan Commission did on July 3, 2012, recommend approval of the Paseo West Community Improvement Study; and

WHEREAS, the Paseo West Community Improvement Study has incorporated the policies of the FOCUS Kansas City Plan and other appropriate planning documents; and

WHEREAS, the policies and recommendations within the Paseo West Community Improvement Strategy, which will serve as the guide for community improvements for the area, is consistent with the policies of the FOCUS Kansas City Plan. Any future amendments to the Paseo West Community Improvement Strategy should be guided by and comply with the policy direction set forth in the FOCUS Kansas City Plan, adopted by Resolution No. 971268 on October 30, 1997; and

WHEREAS, Paseo West Community Improvement Strategy provides a guide for future improvements in the area, for specific and general policies to guide future decisions, and for identification of public and private needs throughout the community and possible solutions to those needs; and

WHEREAS, the Economic Development Corporation and the City Development Department has incorporated its findings in the Paseo West Community Improvement Strategy; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Paseo West Community Improvement strategy is hereby adopted as the community improvement plan for that area generally bounded by I-29/71 Highway on the north, I-70 on the south, 1-70/71 Highway on the west, and The Paseo on the east. A copy of the Paseo West Community Improvement Strategy is attached hereto, in substantial form, and is hereby approved.

Section 2. That the Paseo West Community Improvement Strategy is consistent and complies with the FOCUS Kansas City Plan adopted on October 30, 1997, by Committee Substitute for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City Plan.

Section 3. That the Council finds and declares that before taking any action on the proposed Paseo West Community Improvement Strategy hereinabove, all public notices have been given and hearings have been had as required by law.
