ORDINANCE NO. 120235
Estimating additional revenue in
the amount of $1,173,441.00 in the ARRA Stimulus Fund; increasing
appropriations in the amount of $1,173,441.00 to the weatherization stimulus
account; authorizing a contract amendment with the Full Employment Council, Inc.,
in an amount not to exceed $1,000,000.00 for the continued implementation and
administration of the weatherization youth training program GREAT (Green
Retrofit Employment And Training Program).
WHEREAS,
Ordinance No. 110670 authorized an amendment to an American Recovery and
Reinvestment Act (ARRA) grant funded through the Missouri Department of Natural
Resources (MDNR) by increasing funding to allow for a youth employment training
program and increasing funding for completion of projects in the Green Impact
Zone; and
WHEREAS,
Ordinance No. 110670 further authorized the Director of Housing and Community
Development to enter into a contract with the Full Employment Council, Inc. in
an amount not to exceed $1,000,000.00; and
WHEREAS, the
GREAT Program anticipated funding in an amount
not to exceed $2,000,000.00 by utilizing $1,000,000.00 in reprogrammed funds from the Kansas City
Home Weatherization Program to fund the initial contract and an additional $1,000,000.00 in grant funding from MDNR ARRA
grant amendment; NOW, THEREFORE,
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That the revenue estimate in the
following account of the ARRA Stimulus Fund is re-estimated in the following
amount:
12-2530-550001-479979-G55DNRST
Home Weatherization Grant $1,173,441.00
Section 2. That $1,173,441.00 is appropriated
from the Unappropriated Fund Balance of the ARRA Stimulus Fund to the following
account of the ARRA Stimulus Fund:
12-2530-555210-B-G55DNRST
Home Weatherization Grant $1,173,441.00
Section 3. That the Interim Director of Housing
and Community Development is authorized to amend the City’s contract with the
Full Employment Council, Inc. in an amount not to exceed $1,000,000.00, for a
total contract amount not to exceed $2,000,000.00 for the continued
implementation and administration of the Green Retrofit Employment and Training
Program (GREAT). A copy of the contract, in substantial form, is on file
with the Interim Director of Housing and Community Development and is incorporated
herein by reference.

I hereby certify that
there is a balance, otherwise unencumbered, to the credit of the appropriation
to which the foregoing expenditure is to be charged, and a cash balance,
otherwise unencumbered, in the treasury, to the credit of the fund from which
