RESOLUTION NO. 140874

 

Supporting the application for a Promise Zone designation by the U.S. Department of Housing and Urban Development (HUD); and authorizing submission of this Resolution of support to HUD.

 

WHEREAS, on September 19, 2014, HUD issued a request for applications for designation of a Promise Zone, a federal/city partnership initiative seeking to revitalize high-poverty communities by creating jobs, increasing economic activity, improving educational opportunities, reducing serious and violent crime, leveraging private capital, and assisting local leaders in navigating federal programs; and

 

WHEREAS, the City’s proposed Promise Zone is generally bounded by Troost Avenue on the west, E. 52nd Street on the south, Indiana Avenue on the east, and the Pacific North Railroad tracks on the north; and

 

WHEREAS, a Promise Zone designation would help provide Kansas City with preferential access to various competitive federal grants as well as technical support from HUD and AmeriCorps VISTA members; and

 

WHEREAS, a Promise Zone designation would further community building efforts already taking place in the proposed zone and provide a base for future efforts; and

 

WHEREAS, the City’s Promise Zone application is a collaborative effort among the City, the Mid-America Regional Council (MARC), Kansas City Local Initiatives Support Corporation (LISC), the Urban Neighborhood Initiative (UNI), the Full Employment Council, United Inner City Services, Housing Authority of Kansas City, and other agencies; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Council supports the submission to HUD of a strategic Promise Zone application by November 21, 2014.

 

Section 2. That a copy of this Resolution of support will be included in the City’s Promise Zone application.
