RESOLUTION NO. 110406

Appointing Troy Schulte as the City Manager of the City of Kansas City, Missouri, as recommended by the Mayor.

WHEREAS, Mayor Sylvester “Sly” James is hereby submitting for the Council’s consideration this Resolution appointing Troy Schulte as the City Manager of the City of Kansas City, Missouri (“City”) in conformance with Section 218(b) of the Charter; and

WHEREAS, Troy Schulte has a rich array of municipal government experience which includes serving as the Acting City Manager of the City since November 20, 2009, serving as the City’s Budget Officer from 2003 to the date of his appointment as Acting City Manager and serving as the City Administrator of Marengo, Iowa; and

WHEREAS, during his tenure with the City as Budget Officer and Acting City Manager, Troy Schulte guided the City through the formulation of fourteen (14) annual budgets, the last several of which have seen the City through dire economic times, and

WHEREAS, while serving as Acting City Manager, Troy Schulte has worked tirelessly and gone into the community meeting with citizens and citizen groups to understand and recognize their issues better, supervised department directors and the daily functioning of city departments, directed and coordinated the management of City government in accordance with policies determined by the Council, established a comprehensive performance management program to improve city government efficiency, assisted with the development of the Health Care Trust, travelled to Jefferson City to be a presence advocating for the issues and needs important to the City and improving legislative affairs with legislators and lobbyists, worked with the U.S. District Court and the Receiver on the City of Kansas City, Missouri v. HEDFC receivership lawsuit to begin the winding down of the Receivership and improve the City’s relationship with the U.S. Department of Housing and Urban Development, worked with the Council on efforts to win voter approval of renewal of the city’s earnings tax by an overwhelming majority, improved relationships with employee labor groups, worked with Information Technology Department to successfully transition from Lotus Notes email messaging system to Microsoft Outlook and significantly improved basic service delivery, including snow removal, as evidenced by the most recent quarterly city satisfaction survey; and

WHEREAS, the American Society for Public Administration – Greater Kansas City Chapter has recently awarded Troy Schulte the 2011 Public Administrator of the Year Award; and

WHEREAS, Troy Schulte received a Bachelor of Science degree in History in 1992 and combined Bachelor of Arts and Master of Arts degrees in Economics in 1994, all from Iowa State University, and completed further post-graduate work in Economics from Iowa State University and received and a Master of Arts degree in Urban Economics in 2002 from the University of Missouri – Kansas City; and

WHEREAS, Troy Schulte has demonstrated the executive and administrative qualifications necessary to serve as City Manager as required by Section 218(a) of the Charter; and

WHEREAS, Troy Schulte brings great promise of sound leadership and administration, prudent fiscal responsibility and a balanced focus on the delivery of basic services to the Office of the City Manager; and

WHEREAS, Troy Schulte will become the 16th City Manager in Kansas City’s history since the appointment of L.P. Cookingham on June 10, 1940; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That Troy Schulte is hereby appointed the next City Manager of the City of Kansas City, Missouri, effective upon the passage of this Resolution.
