ORDINANCE NO. 110375
Authorizing acceptance of a
$1,823,888.00 grant from the U.S. Department of Housing and Urban Development
(HUD) through the Neighborhood Stabilization Program 3 (NSP 3) to assist the
City in the acquisition and redevelopment of foreclosed and abandoned properties;
authorizing execution of a contract in the amount of $1,686,500.00 with the
Economic Development Corporation of Kansas City, Missouri (EDC) to provide
administrative and special services to the City; estimating additional revenue
in the amount of $1,823,888.00 in the Neighborhood Stabilization Grant Fund;
and increasing appropriations in the amount of $1,823,888.00 to the NSP
accounts.
WHEREAS, on July
21, 2010, the U.S. Congress enacted Public Law 111-203, the Wall Street Reform
and Consumer Protection Act of 2010, which through Section 1497 allocated
additional funds for the third round of the Neighborhood Stabilization Program
previously established by Section 2301(b) of the Housing and Economic Recovery
Act of 2008; and
WHEREAS, these
funds are to be administered by HUD and the City’s allocation of funding based
upon a predetermined formula is $1,823,888.00; and
WHEREAS, the
City contracted with the EDC for the implementation of program activities under
Neighborhood Stabilization Program 1 following the issuance of a Request for
Proposals (No. EV000673); and
WHEREAS,
contract activities and services provided under NSP 1 have been carried out in
an efficient and effective manner and it is therefore advantageous for the
City to continue the contractual relationship with EDC for the implementation
of program activities under NSP 3; and
WHEREAS, the
City’s NSP 3 application has been deemed by HUD to be eligible to be funded
with NSP funds; NOW, THEREFORE,
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That
the Director of Housing and Community Development is hereby authorized to
accept a grant from the U.S. Department of Housing and Urban Development in the
amount of $1,823,888.00 to provide funding in support of the Neighborhood
Stabilization Program 3 to assist the City in the acquisition and redevelopment
of foreclosed and abandoned properties.
Section 2. That
additional revenue in the following account of the Neighborhood Stabilization
Grant Fund is hereby estimated in the following amount:

Grant $1,823,888.00
Section 3. That
the appropriation in the following account of the Neighborhood Stabilization
Grant Fund is hereby increased by the following amount:
12-2510-555200-A-G55NSP3 NSP
Grant $ 182,388.00
12-2510-555200-B-G55NSP3 NSP
Grant 1,641,500.00
TOTAL $1,823,888.00
Section 4. That the
Director of Housing and Community Development is hereby authorized to enter
into a $1,686,500.00 contract with the Economic Development Corporation of
Kansas City, Missouri, to provide administrative and special services to the
City. A copy of the contract, in substantial form, is on file in the office of
the Director of Housing and Community Development and is incorporated herein by
reference.

I hereby certify that
there is a balance, otherwise unencumbered, to the credit of the appropriation
to which the foregoing expenditure is to be charged, and a cash balance,
otherwise unencumbered, in the treasury, to the credit of the fund from which
payment is to be made, each sufficient to meet the obligation hereby incurred.
