RESOLUTION NO. 030274

 

Expressing the intent of the Council to approve super TIF financing for the construction of public parking facilities developed in support of the Bartle Hall Ballroom expansion and the Metropolitan Kansas City Performing Arts Center.

 

WHEREAS, the Muriel McBrien Kauffman Foundation has announced plans to build a performing arts center generally located at 16th Street and Broadway Boulevard; and

 

WHEREAS, the Council in Resolution No. 021452 expressed support for the location of the Performing Arts Center, expressed the intent to finance necessary land acquisition, the construction of two public parking garages, and directed the City Manager to develop a public financing plan for these improvements; and

 

WHEREAS, the citizens of Kansas City recently approved increases to the Citys hotel-motel tax and to its restaurant sales tax to finance an addition to the Bartle Hall Ballroom; and

 

WHEREAS, the public parking garages will provide parking spaces for the Bartle Hall Ballroom expansion and the existing Bartle Hall Convention Center; and

 

WHEREAS, the Council in Ordinance No. 030079 approved the establishment of the Performing Arts Center Tax Increment Financing Plan which includes the development of two public parking facilities; and

 

WHEREAS, it is anticipated that the debt issued to acquire necessary land, provide necessary public improvements, and to construct the two public parking garages may be guaranteed by the City; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council hereby expresses its intent to appropriate 100% of the incremental Tax Increment Financing revenues created within the Performing Arts Center TIF District for the purpose of supporting the financing of necessary land acquisition, necessary public improvements, and the construction of public parking garages within the District which provide public parking for the Performing Arts Center and the Bartle Hall Ballroom expansion.
