Approving the preliminary plat of Flickers
Addition on approximately an 11.58 acre tract of land generally located on both
sides of N. Bell Street and N.W. 62nd Street. (SD 0786A)
BE IT ORDAINED BY THE COUNCIL OF
KANSAS CITY:
Section A. That the preliminary
plat of Flickers Addition on approximately an 11.58 acre tract of land
generally located on both sides of N. Bell Street and N.W. 62nd Street, and
more specifically described as follows:
All that part of the
North Half of the Northeast Quarter of Section 28, Township 51, Range 33,
Kansas City, Platte County, Missouri, described as follows: Commencing at the
northeast corner of the Northeast Quarter of said Section 28; thence South 0031'02"
West along the east line of the Northeast Quarter of said Section 28, also
being the east line of North K.C. Addition, a subdivision of land in the City
of Kansas City, Platte County, Missouri, also being the west line of Clayton
Meadows Second Plat, a subdivision of land in the City of Kansas City, Platte
County, Missouri, a distance of 330.00 feet to the southeast corner of said
North K.C. Addition, said point being the point of beginning of the tract of
land herein to be described: thence North 8932'51" West, along the south
line of said North K.C. Addition, a distance of 193.20 feet; thence South
3934'51" West, a distance of 484.73 feet; thence South 2215'02"
West, a distance of 650.00 feet to a point on the north line of Clayton Meadows
West, a subdivision of land in the City of Kansas City, Platte County,
Missouri; thence South 8920'58" East along the south line of the North
Half of the Northeast Quarter of said Section 28 also being the north line of
Clayton Meadows West, a distance of 739.36 feet to the southeast corner of the
North Half of the Northeast Quarter of said Section 28, also being the
northeast corner of Lot 7 of said Clayton Meadows West; thence North
0031'02" East along the east line of the Northeast Quarter of said Section
28, also being the west line of Clayton Meadows First Plat, a subdivision of
land in the City of Kansas City, Platte County, Missouri, and the west line of
said Clayton Meadows Second Plat, a distance of 982.11 feet to the point of
beginning. Said tract of land contains 11.58 acres, more or less.
is hereby approved, subject to the following
conditions:
1. That
the developer cause the area to be platted and processed in accordance with Chapter
66, Code of Ordinances of the City of Kansas City, Missouri, as amended,
commonly known as the Subdivision Regulations.
2. That
the developer submit a storm drainage study for the entire development to the
City Engineers Office for approval and that the developer make any necessary
improvements as required by the City Engineer's Office.
3. That
the developer submit plans for grading and siltation and erosion control to the
City Engineers Office for approval prior to beginning any construction
activities.
4. That
the developer secure a land disturbance permit from the Missouri Department of
Natural Resources.
5. That
the developer extend water mains as required by the Water Services Department.
6. That
the developer construct hard surface all-weather roads and provide for fire
protection as required by the Fire Department prior to construction beyond
foundations.
7. That
the developer extend sanitary sewers as required by the Department of Public
Works.
8. That
the developer improve N.W. 62nd Street to secondary arterial street standards
as required by the Department of Public Works, including grading for four lanes
and constructing two lanes of N.W. 62nd Street.
9. That
the developer improve N. Bell Street to secondary arterial street standards as
required by the Department of Public Works, including grading for four lanes
and constructing two lanes of N. Bell Street.
10. That
the developer dedicate a 30 foot permanent construction easement for water
mains along the east property line as required by the Water Services
Department.
11. That
the developer secure the approval of the Street Naming Committee for all street
names prior to submittal of the first final plat.
12. That
the developer obtain a floodplain certificate from the Department of Codes
Administration prior to beginning any construction activities within the
floodplain.
13. That
the developer show the limits of the floodplain on the final plat.
14. That
the developer submit a street tree planting plan as part of the final plat and
secure the approval of the City Forester for street trees planted on right of
way in front of residential lots, with a copy to be submitted to the Department
of City Development. The plan shall include size, type, species and placement
of trees.
15. That
the developer contribute $11,596.03 in lieu of parkland dedication for 29 units
in satisfaction of Section 66-128 of the Subdivision Regulations.
A copy of the preliminary plat is on file in the
office of the City Clerk under Document No. 990620, which is attached hereto
and made a part hereof.
Section B. That the Council finds
and declares that before taking any action on the proposed preliminary plat
hereinabove, all public notices and hearings required by the Subdivision
Regulations have been given and had.
