ORDINANCE NO. 140991

 

Accepting a grant in the amount of $150,010.45 from the United States Department of Justice under the Justice for Families Program created by the Office on Violence Against Women; estimating revenue in the amount of $150,010.45 in the Domestic Violence (OVW) account; appropriating it to the Domestic Violence (OVW) account; designating requisitioning authority; and recognizing an accelerated effective date.

 

WHEREAS, the City was a recipient of a 2010 grant under the Court Training and Improvement Program (Court Program), created by the Violence Against Women Act (VAWA) of 2005, which recognized that judicial education and specialized court processes play an integral role in effective responses to crimes of sexual assault, domestic violence, dating violence, and stalking; and

 

WHEREAS, with the Court Program grant the City Prosecutor’s Office created an Offender Accountability Coordinator position which monitored domestic violence offenders on probation with the Court, created tracking of repeat and persistent domestic violence offenders and sent Judges, Prosecutors, and Staff of the Municipal Court to Domestic Violence trainings; and

 

WHEREAS, after successfully completing the Court Program grant, the City was invited to apply for a grant under the Justice for Families Program, created by VAWA of 2013, which was established to improve the response of all aspects of the civil and criminal justice system to families with a history of domestic violence, dating violence, sexual assault, and stalking; and

 

WHEREAS, together the City Prosecutor’s Office Domestic Violence Victims Assistance Program and Municipal Court Probation Division applied for, and were selected as a grant recipient under, the Justice for Families Program, with no required matching funds, in order to enhance the Offender Accountability Coordinator position, the Domestic Violence Court infrastructure and offender compliance, and continue to provide training to Judges, Prosecutors and Court Staff involved with the Domestic Violence Court; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Mayor, on behalf of the City of Kansas City, Missouri is authorized to accept a $150,010.45 grant from the United States Department of Justice under the Justice for Families Program created by the Office on Violence Against Women.

 


Section 2. That revenue in the amount of $150,010.45 is hereby estimated in the following account:

 

15-2470-270001-476016-G27VAWA Domestic Violence (OVW) $150,010.45

 

Section 3. That the sum of $150,010.45 is hereby appropriated from the Unappropriated Fund Balance of the Domestic Violence (OVW) account to the following account:

 

15-2470-275010-A –G27VAWA Domestic Violence (OVW) $109,576.45

15-2470-275010-B –G27VAWA Domestic Violence (OVW) 40,434.00

TOTAL $150,010.45

 

Section 4. That the Administrator of Municipal Court is designated requisitioning authority for Account No. 15-2470-275010.

 

Section 5. That this ordinance, appropriating money, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter and shall take effect in accordance with Section 503, City Charter.
