ORDINANCE NO. 090747
Accepting funds allocated by the
U.S. Department of Justice, Office of Justice Programs, FY 2009-10 Recovery
Act: Justice Assistance Grant (JAG) in the amount of $4,345,677.00; estimating
revenue in the amount of $4,345,677.00 in the American Recovery &
Reinvestment Act Fund (ARRA); authorizing cooperative agreements with the Board
of Police Commissioners ($2,550,000.00), County of Jackson ($1,130,734.01),
City of Blue Springs ($43,276.00), City of Grandview (90,600.00), City of
Independence ($416,745.99), City of Raytown ($41,572.00), City of Lees Summit
($62,699.00), and the City of Sugar Creek ($10,050.00); directing the City Clerk
to file certain documents with the appropriate offices; estimating revenue and
appropriating $2,550,000.00 in the General Fund of the Kansas City Police
Department Business Unit; and designating requisitioning authority.
WHEREAS, the
City of Kansas City, Missouri joined seven other local agencies in a joint
application that brought more than $4.34 million in funding to the metro area
from the U.S. Department of Justice through the American Recovery &
Reinvestment Act; and
WHEREAS, the
City of Kansas City, Missouri will be the administrator of the grant, $2.55
million of which will go to the Kansas City, Missouri Police Department to
cover personnel expenses; NOW, THEREFORE,
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY:
Section 1.
That the Mayor and Council do acknowledge and accept the funds allocated by the
U.S. Department of Justice, Bureau of Justice Assistance, from the 2009 Byrne
ARRA Formula Grant Fund in the amount of $4,345,677.00.
Section 2. That the revenue in the
following account of the 2009 ARRA Stimulus Fund is hereby estimated in the following amount:
KCMBU-10-2530-570001-479979 Federal Stimulus Grant $4,345,677.00
Section 3. That the appropriation
in the following accounts of the Justice Assistance
Grant are increased by the following amount:
KCMBU-10-2530-575301-A Justice Assistance
Grant $2,550,000.00
KCMBU-10-2530-575301-B
Justice Assistance Grant 1,795,677.00
TOTAL $4,345,677.00
Section 4. That the Acting Director of
Neighborhood and Community Services is authorized
to execute, on behalf of the City, a Cooperative Agreement with the Board of Police
Commissioners in the amount of $2,550,000.00 using funds appropriated to
Account No. 10-2530-575301-A. The Cooperative Agreement is approved, in
substantial form, as that on file with the City Clerk.
Section 5. That the Acting Director of
Neighborhood and Community Services is authorized to execute, on behalf
of the City, a Cooperative Agreement with the County of Jackson County, Missouri,
in the amount of $1,130,734.01 using funds
appropriated to Account No. 10-2530-575301-B. The Cooperative Agreement is
approved, in substantial form, as that on file with the City Clerk.
Section 6. That the Acting Director
of Neighborhood and Community Services is authorized
to execute, on behalf of the City, a Cooperative Agreement with the City of
Blue Springs in the amount of $43,276.00 using funds appropriated to Account
No. 10-2530-575301-B. The Cooperative Agreement is approved in substantial
form, as that on file with the City Clerk.
Section 7. That the Acting Director
of Neighborhood and Community Services is authorized
to execute, on behalf of the City, a Cooperative Agreement with the City of
Grandview in the amount of $90,600.00 using funds appropriated to Account No.
10-2530-575301-B. The Cooperative Agreement is approved in substantial form, as
that on file with the City Clerk.
Section 8. That the Acting Director of Neighborhood and Community
Services is authorized to execute, on behalf of the City, a Cooperative Agreement
with the City of Independence, in the amount of $416,745.99 using funds
appropriated in Account No.
10-2530-575301-B.
The Cooperative Agreement is approved, in substantial form, as that on file
with the City Clerk.
Section
9. That the Acting Director of Neighborhood and Community Services is authorized to execute, on
behalf of the City, a Cooperative Agreement with the City of Raytown, in the
amount of $41,572.00 using funds appropriated in Account No.
10-2530-575301-B. The Cooperative Agreement is
approved, in substantial form, as that on file with the City Clerk.
Section 10. That the Acting Director
of Neighborhood and Community Services is authorized
to execute, on behalf of the City, a Cooperative Agreement with the City of
Lees Summit in the amount of $62,699.00 using funds appropriated to Account
No. 10-2530-575301-B. The Cooperative Agreement is approved in substantial
form, as that on file with the City Clerk.
Section 11. That the Acting Director
of Neighborhood and Community Services is authorized
to execute, on behalf of the City, a Cooperative Agreement with the City of
Sugar Creek in the amount of $10,050.00 using funds appropriated to Account No.
10-2530-575301-B. The Cooperative Agreement is approved in substantial form, as
that on file with the City Clerk.
Section 12. That revenue in the amount of
$2,550,000.00 is estimated in the following account of the General Fund:
KCPDU-10-1000-210000-479979 Federal
Stimulus Grants $2,550,000.00
Section 13. That the sum of $2,550,000.00 is
appropriated in the following account of the General Fund:
KCPDU-10-1000-212703-A Byrne

Section
14. That the Acting Director of Neighborhood and Community Services is
designated as requisitioning authority for Account No. KCMBU-10-2530-575301,
and the Board of Police Commissioners is designated as requisitioning authority
for Account No. KCPDU-10-1000-212703.
