RESOLUTION NO. 150288

 

Expressing the Council’s support of data privacy principles and directing the City Manager to implement data privacy best practices and report on implementation efforts.

 

WHEREAS, while Kansas City, Missouri (“the City”) leads the nation in forging a more inter-connected city, with a transparent and accountable government, the City must lead on protecting the privacy of its residents and visitors and using data for the public good; and

 

WHEREAS, the City has proposed creating “KCMO Privacy Principles” (“Principles”) that should be used in the creation of data privacy best practices; and

 

WHEREAS, the Council believes that people have the right to trust that their data is collected, stored and used in a manner consistent with these Principles; and

 

WHEREAS, the City is committed to only collecting data that it needs to deliver City services and strives to collect the data in a manner that is consistent with the context in which it was collected; and

 

WHEREAS, the Principles address issues such as valid business purpose of data, retention of data, security, disposal and de-identification of data; and

 

WHEREAS, the Principles further address notice that should be given to residents and visitors regarding what personal data is collected and how it may be used; and

 

WHEREAS, the Council understands the need for the City to always consider the sensitivity of data, privacy and the possibility of harm to an individual if data is inaccurate; and

 

WHEREAS, the Council believes that people should have an effective and responsive mechanism for exercising privacy complaints and that the City should have the means to receive, investigate and respond to such complaints and questions regarding the Principles; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council expresses its support of the Data Privacy Principles. A copy of the Principles is attached.

 

Section 2. That the City Manager is hereby directed to report on the implementation of data privacy best practices.
