COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 951348

 

Directing the City Manager to initiate a process for establishing a comprehensive recycling program for the City; such program to include the establishment of a materials recovery facility for the purpose of processing recyclable materials and a curbside collection system to recover recyclables from residents of the City.

 

WHEREAS, the Omnibus Solid Waste Management Law of the State of Missouri requires all areas of the State to complete solid waste management plans for the purpose of evaluating how solid waste is managed, with special emphasis placed on waste reduction and recycling; and

 

WHEREAS, the State of Missouri has established a goal for all areas of the State to reduce the amount of solid waste requiring landfill disposal by 40 percent by January 1, 1998; and

 

WHEREAS, the City has completed its Solid Waste Management Plan which incorporates an aggressive recycling program designed to move toward the State's reduction goals, and

 

WHEREAS, the continued land disposal of readily recyclable materials is a waste of valuable resources and is inconsistent with the concept of "sustainable development" as described in the City's FOCUS Plan; and

 

WHEREAS, the FOCUS Plan and the City's Waste Reduction Plan call for the City to establish a regional recycling service; and

 

WHEREAS, the City risks the loss of significant future revenue unless it implements residential curbside recycling; and

 

WHEREAS, the growth and strength of the recycling industry is at an all-time high which presents new opportunities for the City to implement a cost effective recycling program for its residents; NOW THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council of Kansas City hereby expresses its support for the creation of a public-private partnership between the City and a private recycler for the purpose of establishing a materials recovery facility that will process recyclables collected at curbside from City residents.

 

Section 2. That the Council of Kansas City hereby expresses its support for the establishment of a comprehensive program which will provide for the curbside collection of recyclables from residents of the City.

 

Section 3. That the Council of Kansas City hereby directs the City Manager to initiate a process that will bring about the implementation of a curbside recycling program and a materials recovery processing capability for the betterment of the City and its residents and report to the Council at business session on the budgetary implications and procedures of the program prior to its approval by the Council and implementation.
