COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 011139
Directing
the City Manager to assure that Kansas City Health Department Family Planning clients
are referred to appropriate health care providers and to monitor this
transition.
WHEREAS,
the funding sources of the Family Planning Program have been Federal Title X,
State Title V and City General Fund; and
WHEREAS,
in the last two years, family planning funding has been decreased; and
WHEREAS,
the Missouri Legislature recently passed House Bill 10 that requires that
counseling should exclude information on abortion on all services provided
pursuant to State Title V funds; and
WHEREAS,
Federal Title X fund requires that pregnant women be counseled on options that
include prenatal care, adoption, foster care, childcare and information on
abortion, if the client requests it; and
WHEREAS,
effective July 1, 2001, 2001-2002 State Title V funding is projected at $0,
instead of approximately $90,000.00 because of House Bill 10; and
WHEREAS,
State Title V and Federal Title X funds are targeted to provide comprehensive
exams, contraceptives, screening for precursors of breast and cervical cancer,
sexually transmitted disease, anemia, pregnancy, and hypertension to women who
are not insured and are at risk for unplanned pregnancy; and
WHEREAS,
in the past two years funding has been inadequate to meet the needs of the
program; and
WHEREAS,
because of the conflict in State Title V and Federal Title X funding, and the
reduction of approximately $90,000.00 in State Title V funds, the Health
Department is planning to close the Health Department=s Family Planning Clinic effective August 3, 2001;
NOW, THEREFORE,
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section
A. That the City Manager is hereby directed to assure that Kansas City Health
Department Family Planning clients are referred to appropriate health care
providers, that access to women's health care is monitored, including family
planning services, and that the Health Department promotes women's health.
Section
B. That if access to services is found to be a barrier, a report with
recommendations will be provided by the City Manager to the City Council for
consideration including the feasibility of providing space at the Citys Health
Department for organizations that provide family planning services not restricted
by Title V funding regulations.
