RESOLUTION NO. 980414

 

Directing the City Manager to develop options to increase the availability of and the access to parking in the area of the American Royal Center.

 

WHEREAS, over 1 million people annually attend events held at Kemper Arena, Hale Arena, the American Royal Exhibit Hall, and/or the Governors Exposition Building; and

 

WHEREAS, the American Royal Center attracts persons from throughout the metropolitan area and other states who attend events and it is a highly visible contributor to the Citys image; and

 

WHEREAS, the amount of on-site parking is insufficient to accommodate large crowds attending events at these facilities; and

 

WHEREAS, the recent modernization of Kemper Arena, including the addition of approximately 2,000 seats has increased the strain on existing parking when there are heavily attended events; and

 

WHEREAS, other parking lots in the area of the American Royal Center are less convenient, sometimes poorly lighted, and periodically more costly than City controlled parking; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Manager is hereby directed to conduct a study for the purpose of developing options regarding increasing the availability of parking in and around the American Royal Center property and improving the accessibility to existing parking in the area. All options shall include a preliminary cost estimate and suggested means of funding the proposed improvements. Such study should address but not be limited to the following:

 

1. Means of increasing the amount of parking on the American Royal Center and Kemper Arena site and other properties in the immediate vicinity.

 

2. Proposals for improving the utilization of existing parking on-site and in the immediate vicinity of the American Royal Center and Kemper Arena.

 

3. Means for improving accessibility of existing parking areas to and from the American Royal Center and Kemper Arena.

 

4. Proposals for improving public transit availability to and from the American Royal Center and Kemper Arena.

 

5. Comparison of parking availability for Kemper Arena and the American Royal Center in relation to other similarly sized urban arenas in the United States.

6. Proposals for improving lighting and general parking lot security in the vicinity of the American Royal Center and Kemper Arena.

 

7. A financial plan for acquisition and development of any additional property that might be required for increasing the availability of parking at the American Royal Center and Kemper Arena complex.

 

8. A calculation of parking rates and fees that would result in providing a source of funding for the proposed capital improvements.

 

That the City Manager shall report the studys findings to the City Council within 120 days.
