ORDINANCE NO. 031288

Authorizing a Cooperative Agreement with the Board of Parks and Recreation Commissioners and the Kansas City Area Transportation Authority for the development and implementation of a Bus Rapid Transit System and directing the City Clerk to file certain documents with the appropriate offices.

WHEREAS, Citys FOCUS plan ranks improvement of public transportation as a high priority; and

WHEREAS, City and KCATA have a common interest in development of a major transit plan that would implement Bus Rapid Transit (BRT) along certain streets some of which are under the control and management of Park Board; and

WHEREAS, City and KCATA have determined that the initial development of BRT should connect Kansas Citys central business area from the City Market to the Country Club Plaza areas and such route is illustrated on a drawing attached hereto and incorporated herein as Attachment 1 (BRT Route) which identifies the streets involved as part of the BRT project and serves as the spine for future expansion routes as additional capital and operating funds become available; and

WHEREAS, City, KCATA and Park Board intend to jointly implement BRT with coordinated staff and funding; and

WHEREAS, City, KCATA and Park Board will cooperate to create a BRT Coordinating Committee of City, KCATA and Park Board staff to assure maximum effectiveness of this joint effort; and

WHEREAS, the BRT system will provide transit access in the area with the greatest density of jobs and activity centers in the region; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the City Manager is hereby authorized to enter into and execute, on behalf of the City of Kansas City, Missouri, a Cooperative Agreement with the Board of Parks and

Recreation Commissioners, and the Kansas City Area Transportation Authority for the purpose of developing and implementing a Bus Rapid Transit System. A copy of the agreement, in substantial form, is attached hereto and is hereby approved.

Section 2. That the City Clerk is hereby directed to file a copy of this ordinance, together with the Cooperative Agreement, with the office of the Secretary of State of Missouri and with the Department of Records of Jackson County, Missouri.
