RESOLUTION
NO. 210070
Directing the City Manager to issue separate Requests for
Proposals for the conversion to more efficient and cost-effective LED
technology for streetlights and City-owned building lighting.
WHEREAS, as a
result of the COVID-19 pandemic the City is facing a serious operating deficit
that directly impacts its General Fund; and
WHEREAS, the
latest financial analysis projects substantial shortfalls in some traditionally
key revenue sources and points to the need for further budgetary costs and
revenue generating initiatives; and
WHEREAS, despite
salary savings and extraordinary efforts to cut expenditures by City
departments there is still a need for additional permanent savings; and
WHEREAS, the
acute negative effects of the current economic crisis facing the City calls for
creative and innovative approaches and strategies that can help maintain
adequate levels of service without sacrificing citizen satisfaction; and
WHEREAS,
cost-saving measures must be implemented as soon as possible so their benefits
can be realized and felt before even more drastic budget cuts are needed; and
WHEREAS, the
conversion of streetlights and City buildings lighting to more energy efficient
LED technology can save the City millions of dollars annually in energy and
maintenance costs; and
WHEREAS,
conversion to LED technology will result in enhanced energy efficiency in
City-owned buildings and a much more cost-effective streetlight system; and
WHEREAS, the
conversion to LED lighting will result in savings that can help reduce the need
for more difficult budget cuts including reducing the City’s work force; and
WHEREAS, LED
technology has a direct benefit on the City’s sustainability efforts and
improved lighting has additional benefits that include but are not limited to,
a reduction in crime, NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That the City
Manager is directed to issue separate Requests for Proposals for the conversion
to more efficient and cost-effective LED technology for streetlights and
City-owned building lighting within 30 days of the passage of this Resolution.
