COMMITTEE SUBSTITUTE
FOR RESOLUTION NO. 120246, AS AMENDED
Expressing the intent of the City
Council to develop and support a series of economic development and regulatory
process improvements to support growth in the proposed Streetcar Transportation
Development District Area.
WHEREAS, the City has
decided to pursue development of a streetcar system in the Downtown area of
Kansas City; and
WHEREAS, the City
anticipates that a sales tax and special assessment on property within this
district would be levied through the creation of a Transportation Development
District (TDD); and
WHEREAS, the City
desires to create a real estate environment within the TDD that supports
transit oriented development (TOD) and transit oriented development practices;
and
WHEREAS, the creation
of TOD incentives and regulatory process improvements will foster growth and
real estate development which will support pedestrian and transit traffic; NOW,
THEREFORE,
BE IT RESOLVED BY THE
COUNCIL OF KANSAS CITY:
Section 1. That the
City Manager is directed to continue discussions on appropriate development
incentives and regulatory process improvements to encourage development in the
TDD Streetcar Corridor.
Section 2. That
appropriate and effective development incentives and regulatory process
improvements will include, but not be limited to: (1) enhanced and accelerated
development permit review and approval processes, which include designation of
sufficient staff to work on development projects in the TDD Streetcar Corridor;
(2) granting of comprehensive development incentives in order to support and
encourage investments in the TDD Streetcar Corridor, including timely approvals
and a reduction in application costs and requirements; and (3) proactively
utilize a development process that encourages small business development.
