COMMITTEE SUBSTITUTE FOR RESOLUTION 990746

 

Requesting the City Manager to obtain information from all outside agencies receiving City funding for the purpose of aiding the Mayor and Council in a comprehensive review of City policies for funding outside agencies.

 

WHEREAS, the City faces a structural imbalance in its budget; and

 

WHEREAS, a comprehensive review of the Citys financial policies is required to aid the Mayor and Council in establishing budget policies; and

 

WHEREAS, funding of outside agencies is currently a significant element of the Citys budget; NOW, THEREFORE

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Mayor and Council request the City Manager to request the following information from all outside agencies receiving funding from the City and report to the Mayor and Council the results of this survey within 90 days of approval of this resolution:

 

Financial information detailing the source of all revenue and expenses for the past two years;

Amount of City subsidy received by the agency;

Justification for receipt of this subsidy by the agency;

Determination of whether the subsidy may be eliminated, and:

if so, an estimate of when the subsidy may be eliminated
