SECOND COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 200647, AS AMENDED

 

Directing the City Manager to develop a plan for a minimum one-week furlough for some City staff; and directing the City Manager to produce the plan within seven days of passage of this Resolution.

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is hereby directed to develop a plan to implement a minimum one-week furlough for City staff except for employees of the Health, Water Services, and Aviation Departments, employees whose positions are grant-funded or third-party funded, and employees earning less than twenty dollars per hour, members of Local 500 of American Federal, State, County and Municipal Employees (AFSCME), and Local 42 and Local 3808 of the International Association of Fire Fighters (IAFF).

 

Section 2. That the City Manager is directed to work with Department directors to consider and vet a tiered approach to furloughing employees to meet each Department’s expected savings.

 

Section 3. That the City Manager will ensure that the furlough plan will have no effect on base monthly salary calculations for purposes of retirement pay.

 

Section 4. That the City Manager shall present a plan to the City Council within seven (7) days of passage of this Resolution.
