RESOLUTION NO. 970401
Urging the Missouri General Assembly to adopt Senate Bill
No. 199 which authorizes a pilot program to provide notices of elections to
registered voters by mail in order to increase voter participation and
directing the City Clerk to provide copies to various members of the General
Assembly.
WHEREAS, the Missouri General Assembly is now
considering Senate Bill No. 199 which would authorize the Secretary of State to
establish and implement a pilot program within four test areas of the state to
give notices of elections by mail to registered voters within those areas, such
notices to include the date and time of the election, the location of the
voter's polling place and a sample ballot containing all the issues and
candidates to be voted upon; and
WHEREAS, because the purpose of this proposed pilot
program is to increase voter participation in the election process, the Bill
also authorizes the Secretary of State to survey voters within the test areas
to evaluate the effectiveness of the mailed notices; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That the Mayor and Council hereby urge the members
of the Missouri General Assembly to act favorably to adopt Senate Bill No. 199
which authorizes a pilot program to provide notices of elections to registered
voters by mail in order to increase voter participation; and
BE IT FURTHER RESOLVED, that this Resolution be
spread upon the Minutes of the Council in testimony thereof, and that the City
Clerk be directed to provide copies hereof to the members of the General
Assembly from the Kansas City Metropolitan Area and to the Speaker of the House
of Representatives, the President Pro Tem of the Senate and the Governor as
evidence of the support of the Mayor and Council for this Bill.
