RESOLUTION NO. 970680
Supporting the Kansas City, Missouri location for the
NCAA headquarters and Hall of Champions; expressing the intent to fund a
$2,000,000.00 gap to locate the NCAA in Kansas City, Missouri; and directing
the City Manager to take such steps as necessary to enable the selection of
Kansas City, Missouri.
WHEREAS, the NCAA promotes men's and women's
collegiate athletics, based on a foundation of scholarship, opportunity and
cultural diversity and has been located in the Kansas City region since 1952;
and
WHEREAS, a metro-wide task force has developed a
proposal for the retention of the National Collegiate Athletic Association
since October of 1996; and
WHEREAS, the NCAA is in the process of considering
remaining in Overland Park, Kansas, a relocation to Indianapolis, Indiana, or
relocating all or a portion of its operations to Kansas City, Missouri; and
WHEREAS, the City desires to encourage the NCAA to
locate both the NCAA's Headquarters office facility and the Hall of Champions
in Kansas City, Missouri; and
WHEREAS, the NCAA has indicated a strong interest in
downtown Kansas City, Missouri, and would locate its offices at Crown Center
and its Hall of Champions at Union Station; and
WHEREAS, the NCAA facility is a $35 million national
headquarters facility and Hall of Champions with as many as 267 new employees
and a payroll of an estimated $12.5 million; and
WHEREAS, the NCAA has achieved an exceptional record
of achievement of affirmative action and continues to encourage cultural
diversity within its association; and
WHEREAS, the proposal advanced to the NCAA has been
made through the support and cooperation of many private companies,
foundations, and state and local agencies who have proposed to fund portions of
the overall Kansas City, Missouri, incentive package of $29.5 million; and
WHEREAS, the Missouri Development Finance Board has
authorized $8 million in state tax credits, to be used for the NCAA project if
NCAA chooses a Kansas City, Missouri site for its headquarters, and a $2
million seed fund ($1 million in state tax credits, to be matched with private
donations) if the NCAA chooses either Crown Center or Union Station for the
Kansas City, Missouri site for the Hall of Champions; and
WHEREAS, private corporations have raised more than
$2.3 million in donations to encourage and support the NCAA in remaining in the
Kansas City area, demonstrating the private sector's involvement in maximizing
private and public cooperation and contribution; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the Council hereby endorses the
efforts to retain the NCAA in the Kansas City, Missouri area.
Section 2. That the Council hereby supports the
efforts to provide and finance a Kansas City, Missouri site alternative for the
NCAA Headquarters and Hall of Champions and further directs the City Manager to
take such steps as are necessary to enable the selection of Kansas City,
Missouri, and to appropriate in future years funding to support NCAA's Kansas
City, Missouri site proposal. The Council further directs that the City
Manager require that the Project comply with City affirmative action and plan
submission requirements, including Section 38-86, Code of Ordinances, Overall
City Goals for Minority and Women's Business Enterprises.
Section 3. To assure the completeness of the Kansas
City, Missouri site proposal, the Council hereby expresses its intention to
appropriate annually documented earnings, sales and utility taxes resulting
from the location of the NCAA's facilities in Kansas City, Missouri, for 20
years so as to fund a $2 million gap through a MDFB or other appropriate
funding mechanism.
