COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 140659

 

Authorizing the Fire Chief to enter into separate agreements with Central Jackson County Fire Protection District, Fort Osage Fire Protection District and Village of Claycomo for the Fire Department to provide dispatching services to each of these jurisdictions; estimating revenue in the amount of $177,912.00 and appropriating it from the Unappropriated Fund Balance of the General Fund; and recognizing this ordinance as having an accelerated effective date.

 

WHEREAS, the City is able to provide dispatching services to other fire protection service agencies through its Communications Center; and

 

WHEREAS, the City’s Public Safety Emergency Radio System, by its agreements with the Mid-America Regional Council and various user agencies, is a host agency providing such agencies access to such Radio System; and

 

WHEREAS, Central Jackson County Fire Protection District, Fort Osage Fire Protection District and Village of Claycomo all have agreements with the City whereby they are user agencies of the City’s Public Safety Emergency Radio System; and

 

WHEREAS, the parties desire that the City be the primary dispatch center for each of these jurisdictions; and

 

WHEREAS, the parties believe that it is in the best interests of their respective jurisdictions and in the best interests of public safety that the City be the primary dispatch center for each of such jurisdictions; and

 

WHEREAS, pursuant to the agreement with Central Jackson County Fire Protection District, the City shall hire and train up to five Communications Specialists. The fees to be paid by Central Jackson County Fire Protection District will be sufficient to cover the salaries and costs of hiring and training such Communications Specialists. However, an appropriation of $177,912.00 will be necessary to begin such hiring and training; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Fire Chief is hereby authorized to enter into a separate contract, on behalf of the City, with Central Jackson County Fire Protection District, Fort Osage Fire Protection District and Village of Claycomo for the Fire Department to provide dispatching services to each of these jurisdictions. A copy of each contract is on file with the City Clerk.

 


Section 2. That the revenue estimate in the following account of the General Fund is hereby increased by the following additional amount:

 

15-1000-231410-465276 CJCFPD Dispatch Service Fee $156,578.00

15-1000-231410-465277 Claycomo Dispatch Service Fee 21,334.00

TOTAL $177,912.00

Section 3. That $177,912.00 is hereby appropriated from the Unappropriated Fund Balance of the General Fund to the following account in the General Fund:

 

15-1000-231410-A Communications $177,912.00

 

Section 4. That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(D) of the City Charter and shall take effect in accordance with Section 503, City Charter.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
