RESOLUTION NO. 190143

 

Directing the City Manager to file an application on behalf of the City of Kansas City, Missouri, to the Grounded Solutions Network for its 2019 “ForEveryoneHome – City Solutions for Housing Equity” $150,000.00 grant program and indicating the City Council’s intent to provide $75,000.00 in matching funds if selected for the program.

 

WHEREAS, affordable housing is often defined as that which a household having income equal to the Area Median Income (AMI) would be able to afford if it were to expend not more than 30% of such income for the mortgage or rent, inclusive of real property taxes and utilities; and

 

WHEREAS, 27.6% of homeowners with a mortgage in Kansas City, Missouri spend more than 30% of their household income on their mortgage payments; and

 

WHEREAS, 49.4% of renters in Kansas City, Missouri spend more than 30% of their household income on rent; and  

 

WHEREAS, the Council is seeking to support rehabilitation and construction of housing for the purpose of revitalizing neighborhoods in the City; and

 

WHEREAS, the Council is seeking to increase accessibility to socially and physically diverse quality housing throughout the City for all income groups; and

 

WHEREAS the Council is seeking to improve the conditions and livability of housing throughout the City; and

 

WHEREAS, the Council is pursuing strategies to promote social and economic inclusion and mobility of Kansas City residents; and

 

WHEREAS, the Council is currently developing a comprehensive Housing Policy to encourage the creation and retention of housing units at all levels of affordability and emphasize co-location of different housing types and units of varying levels of affordability; and

 

WHEREAS, the Council has expressed a desire to complete a nexus study to evaluate the establishment of residential inclusionary zoning requirements for the purpose of increasing the availability of affordable housing units in Kansas City; and

 

WHEREAS, the Council, pursuant to Committee Substitute for Ordinance No. 180719 which was passed on December 20, 2018, established a the Housing Trust Fund; and

 

WHEREAS, the Council desires to undertake additional efforts to chart a path to inclusive growth and long lasting affordability in Kansas City; and

 

WHEREAS, the Grounded Solutions Network is a national organization that promotes affordable housing solutions and helps to connect communities to national and local expertise in affordable housing policy development; and

 

WHEREAS, the Grounded Solution Network has created the “ForEveryoneHome” initiative, which is an 18-month technical assistance, peer learning and community engagement program to help mixed-market cities chart an inclusive housing strategy and which will provide up to three cities a grant of $150,000.00 to participate in the program; and

 

WHEREAS, this grant opportunity requires $75,000.00 in match funding from selected cities, NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council directs the City Manager to file an application with the Grounded Solutions Network for the “ForEveryoneHome” grant program.

 

Section 2. That if the “ForEveryoneHome” grant is approved, it is the intent of the Council to authorize the City Manager to utilize funds in the contingent appropriation of the General Fund as the funding source for the $75,000.00 that would be necessary as the City’s match funding for the grant.

 

Section 3. That the Council directs the City Manager, if the City’s application is selected for the grant, to prepare an ordinance appropriating the match funding for the grant for consideration by the Council.
