ORDINANCE NO. 060740
Authorizing the Director of the
Department of City Development to enter into an agreement with the U.S. Army
Corps of Engineers, Kansas City District to extend a contract for one staff
member to support the City Brownfields Program; expending $30,000.00 in City
funds to fund Corps staff support services per the Memorandum of Agreement; and
accepting $60,000.00 of additional in-kind staff support services for the City
Brownfields Program from the Corps through funds provided by the U.S.
Environmental Protection Agency.
WHEREAS, the
U.S. Environmental Protection Agency (EPA) has consistently supported the
City Brownfields Program through the total award of over $3.1 million in grant
assistance and technical support to facilitate brownfield assessment, cleanup
and redevelopment;
WHEREAS, in July
2005 the City entered into a Memorandum of Agreement to fund the services of a
Corps staff member to support the City Brownfields Program for approximately
twelve (12) months and such agreement will expire in June 2006; and
WHEREAS, EPA
Region VII has entered into an Inter Agency Agreement to provide the Corps
$60,000.00 to extend Corps staff member services in support of the City
Brownfields Program for an additional six months; NOW, THEREFORE,
BE IT ORDAINED BY
THE COUNCIL OF KANSAS CITY:
Section 1. That
the City, through the Director of City Development, is hereby authorized to
enter into a Memorandum of Agreement with the U.S. Army Corps of Engineers,
Kansas City District to extend staff support services for the City Brownfields
Program for a period of approximately six (6) months from funds previously
appropriated to Account No 07-1000-642200-B. A copy of the agreement, in
substantial form, is on file in the office of the City Development Department.
Section 2. That
the Director of City Development is further authorized to enter into an
employment contract for a period not to exceed six months (6) months with a
Corps staff member identified pursuant to the above referenced Memorandum of
Agreement.
Section 3. That
the Director of City Development is further authorized to accept approximately
$60,000.00 worth of additional in-kind Corps staff services in support of the
City Brownfields Program pursuant to the above referenced Memorandum of
Agreement and funded by a separate Interagency Agreement between EPA and the
Corps.

I hereby certify that there is a balance,
otherwise unencumbered, to the credit of the appropriation to which the
foregoing expenditure is to be charged, and a cash balance, otherwise
unencumbered, in the treasury, to the credit of the fund from which payment is
to be made, each sufficient to meet the obligation hereby incurred.
