RESOLUTION NO. 151051

 

Amending the Heart of the City Area Plan to change the land use recommendation on an approximately 4.2 acre tract of land, in an area bordered by E. 22nd Street on the north, E. 23rd Street on the south, Prospect Avenue on the east and Olive Street on the west, from mixed-use neighborhood, residential low and medium density to mixed use neighborhood and medium density residential. (685-S-6).

 

WHEREAS, an application was submitted by David Macoubrie of the Planned Industrial Expansion Authority, to amend the Future Land Use Map of the Heart of America Area Plan as it affects a 4.2 acre tract of land, in an area bordered by E. 22nd Street on the north, E. 23rd Street on the south, Prospect Avenue on the east and Olive Street on the west, by changing the recommended land use from mixed-use neighborhood, residential low and medium density to mixed use neighborhood and medium density residential; and

 

WHEREAS, the Council adopted the Heart of the City Area Plan through with Resolution No. 110159, as amended on April 21, 2011, which Plan established guidelines and standards for future development and redevelopment of the plan area; and

 

WHEREAS, because of planning and other considerations, it has become necessary and desirable to make certain modifications to the land uses, guidelines and standards set forth in the Heart of America Area Plan, specifically relating to about 4.2 acre tract of land, in an area bordered by E. 22nd Street on the north, E. 23rd Street on the south, Prospect Avenue on the east and Olive Street on the west, to recommend mixed use neighborhood and medium density residential instead of residential low and medium density; and

 

WHEREAS, a legal notice of this matter was published on November 16, 2015 as required by law, and a public hearing was held by the City Plan Commission on December 1, 2015, in the Council Chambers on the 26th Floor of City Hall; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Heart of the City Area Plan is hereby amended for approximately 4.2 acre tract of land, in an area bordered by E. 22nd Street on the north, E. 23rd Street on the south, Prospect Avenue on the east and Olive Street on the west, from mixed-use neighborhood, residential low and medium density, to mixed use neighborhood and medium density residential.

 

Section B. That this amendment to the Heart of the City Area Plan is consistent and complies with the FOCUS Kansas City Plan, adopted on October 30, 1997, by Committee Substitute for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City Plan.
